Purpose of the assignment:
The purpose of the consultancy is to provide technical assistance and advisory services to the GoK to develop and establish an M&E-System for the Police Sector, especially for the Office of the IG/NPS, NPSC and IPOA, to enable the GoK and all relevant actors not only to measure the progress of Police Reforms in Kenya but also give a decision making tool to the GoK and other relevant actors.
Specific tasks to be performed by the consultant:
Under the overall supervision of the Representative in the UNODC Regional Office for Eastern Africa (ROEA) and the Head of the Criminal Justice Programme, and the direct supervision of the Programme Coordinator (Police Reforms), the incumbent will perform the following substantive duties and responsibilities:
Conduct specialized research in relation to the development and implementation of an M&E-System for the Police Reform in Kenya with specific emphasis on:
o An assessment of relevant national legal frame work, policies and strategies relevant for the development and implementation of an M&E-System for Police Reforms in Kenya;
o An assessment and mapping of all national and international stakeholders relevant for the development and implementation of an M&E-System for Police Reforms in Kenya;
o An assessment on international standards, lessons learned and best practices from other countries in the security and justice sector;
o An assessment of relevant national legal frame work, policies and strategies relevant for the development and implementation of an M&E-System for Police Reforms in Kenya;
o An assessment and mapping of all national and international stakeholders relevant for the development and implementation of an M&E-System for Police Reforms in Kenya;
o An assessment on international standards, lessons learned and best practices from other countries in the security and justice sector;
Provide at least three comprehensive recommendations for the development of an M&E-System for the Police Reforms , including but not limited to mechanisms and structures for their implementation in accordance with applicable national legislative and policy frameworks and international standards and best practices;
Organize workshops, meetings, retreat and/or any other meeting with all relevant stakeholders to discuss and approve an M&E-System;
Prepare a final recommendation for an M&E-System for Police Reforms in Kenya, including but not limited to mechanisms, structures and action plans for the implementation of the same with specific emphasis on relevant issues on human rights, accountability, ethics and integrity;
Facilitate the validation process of the M&E-System for Police Reforms;
Provide strategic and technical assistance and advisory services to relevant institutions responsible for the police reforms in regard to the implementation of the M&E-System;
Develop a comprehensive training programme and manual for relevant actors in the Police Sector on implementation and use of the M&E-System;
Carrying out training programmes for relevant actors within the Police Sector responsible for the implementation of the M&E-System;
Submitting outcome oriented interim reports (once a month and on UNODC’s request) for the deliverable as per the agreed work plan;
Complete a comprehensive and outcome oriented final report no later than one (1) month after the end of the consultancy;
Perform other related tasks as required.
