HEALTH STRATEGY / POLICY SPECIALIST

IN SUPPORT OF THE SOMALI RED CRESCENT SOCIETY (SRCS)
PURPOSE OF THE FUNCTION
To inform and facilitate the design of the next Somali Red Crescent Society (SRCS) health strategy and develop a project proposal to be submitted to potentially interested donors based on a comprehensive evaluation of the SRCS health program since 2000, of its impact on the health status of the Somali population and its contribution to the developing health sector in Somalia.
RATIONALE OF THE ASSIGNMENT
The current 5-year SRCS health strategy is coming to an end this year, coinciding with a decreasing trend in humanitarian funding and uncertainties related to the end of the Joint Health National Program (JHNP) for the health sector in Somalia, the gradual build-up of health authorities and the launching of the Somalia National Development Plan. These key elements concur to provide the SRCS, its Movement partners as well as institutional donors (both humanitarian and development) with an opportunity to jointly define a more integrated and sustainable health strategy and program, allowing the SRCS to further diversify its activities into other fields which face equal if not greater needs and to focus on where its added value is the greatest as a grassroots organisation.
In support of this process, the International Committee of the Red Cross (ICRC) and the Swiss Agency for Development and Cooperation (SDC) are searching for a consultant, in order to document and analyze the evolution and impact of the SRCS health program since 2000 (Phase 1), facilitate the design the next SRCS health strategy (Phase 2), and come up with a multi-year project proposal to be submitted to potentially interested donors (Phase 3).
RESPONSIBILITIES
· Analyse the impact and relevance of the SRCS health program based on the successive SRCS health strategies since 2000, looking at programmatic issues, structure and systems, strategies, external coordination and linkages with other actors (Phase 1).
· Based on the findings and recommendations from Phase 1, facilitate the development of the next SRCS health strategy, which should contain SMART objectives which can be translated into concrete activities, qualitative and quantitative indicators, detailed outputs and clear outcomes.
· Develop a project proposal to be submitted to potentially interested donors.
DELIVERABLES
· Phase 1 (April 2017 to June 2017):
Submit a report (including annexes) on the stock-taking analysis of SRCS health programs 2000-2016 exercise to inform the design of the new SRCS strategy and propose options/orientations for the future evolution of the program (including exit strategies).
· Phase 2 (July 2017 to September 2017):
Based on the findings and recommendations from Phase 1, finalize SRCS health strategy document ready for submission to the SRCS Executive Committee for endorsement.
· Phase 3 (October 2017 to December 2017):
Develop a project proposal for supporting the SRCS health program, defined in the new health strategy to be submitted to potentially interested donors.
· Requested to provide regular feedback (orally and in writing) throughout the 3 phases.
QUALIFICATIONS
· Medical background in primary health care (nursing or medicine) with at least 10 years of professional experience in the field of public health with proven epidemiological and statistical skills.
· Proven experience related to health sector programming.
PROFILE
· Strong analytical skills and demonstrable experience in producing high quality reports.
· Past experience in designing strategies, project proposals and budget, in managing health programs, and in monitoring and evaluation.
· Strong facilitation skills.
· Knowledge of the Somali context and of the Somali health care system.
· Knowledge of the Red Cross Red Crescent Movement.
· Strongly motivated by humanitarian work.
· Able to work under pressure in a multicultural team, and in complex and unstable security environments.
· Excellent English, verbal and written communication skills.
ASSETS
· Previous working experience(s) within the Red Cross & Red Crescent Movement.
· Previous international humanitarian and/or development experience in low income countries (NGO’s, IO or charity organization).
CONTEXT SPECIFICITIES
· Assignment: 9 months, divided into three consecutive phases.
· The same specialist can be responsible for several phases depending on his/her profile.
· Expected to travel extensively across Somalia (security, logistical and administrative arrangements to be managed by the ICRC) implying restrictions on certain nationalities (list to be provided with the job description).
CONDITIONS
· Nairobi-based with regular travel to Somalia (or vice-versa).
· Administrative requirements and accommodation costs in Nairobi borne by the Consultant.
· Transportation, accommodation and security arrangements when travelling to Somalia catered fully by the ICRC.
· Nairobi-based candidates must hold a valid work permit or be Somali national if based in Somalia.
