Deputy Safety & Security Officer

The Deputy Safety & Security Officer will report directly to the Safety & Security Officer

Duties and responsibilities

· To take the lead role in coordinating with the refugee leaders, other security focal persons in the program, GOK and other LWF/WS sectors on security issues at the refugee camp
· Liaise with GOK, UNHCR, implementing partners and refugee representatives in facilitating community base management activities in the camps
· To carry out security staff performance appraisals and action planning to ensure the attainment of desired staff performance standards and objectives.
· Provide technical support through couching and training to the community based security management (CBSM) committee members and CBSM focal persons to ensure their effective functioning
· Develop and strengthen mechanisms for peace, safety and security promotion among the refugees and the host community.
· Provide security briefings as part of induction for new staff and visitors
· Ensure that all preparedness measures as laid out in the security guidelines are in place, in particular evacuations plans.
· Promote and facilitate refugees’ participation in activities aimed at enhancing their safety and security.
· Establish community-based structures- representative committees as well as institution (e.g. traditional, cultural and religious mechanisms) for monitoring, reporting and addressing insecurity and conflicts
· Actively protect children in every aspect of work and personal life, by preventing harm and reporting child abuse.

Minimum Qualification & Competencies

  • Bachelor’s degree in criminology, security studies or any other relevant discipline.
  • Minimum 3 years’ work experience in safety and security in humanitarian assistance programs, with inclination to investigation, intelligent gathering and safety issues.
  • Police/military experience will be considered an asset.
  • Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
  • Thorough familiarity with principles and current approaches to permissive/acceptance models of security management.
  • Advanced knowledge of communications technology, including VHF, HF radio systems, satellite communications, cell phone mediums, etc.
  • Ability to prepare and present, on short notice, clear analyses of security incidents, political events and their ramifications for operations.
  • Demonstrated ability to work independently and flexibly, as well as cooperatively as part of a team.
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
  • Possession of a Certificate of Good Conduct.
