Regional Emergency Response Manager - Region Horn of Africa

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC’s Horn of Africa operation comprises of large-scale multi-country humanitarian and early recovery interventions spread across nine countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, Uganda, South Sudan and Tanzania). NRC’s overall strategy in the region is to ensure a greater number of vulnerable people in hard to reach areas get access to humanitarian assistance, become resilient to future disasters and find durable solution. The regional office is based in Nairobi and works with country programmes to ensure standardisation of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
The purpose of the position is to lead the regional emergency response team and provide technical guidance and support to country offices within the region for quality and effective emergency response. The position includes rolling out the regional emergency response mechanism, and coordination and management of all disaster risk management activities in the region. The Regional Emergency Response Manager is expected to provide strategic leadership in all areas of emergency programming and strengthen overall capacity to be prepared and respond to emergencies in accordance with accepted principles and practices, , as well as strategically integrate emergency programming within the overall programme approach for NRC in the Greater Horn of Africa Region. The following is a brief description of the role.

Job description

  • Provide strategic, technical guidance and standardization of technical approaches, tools, guidelines, assessments, monitoring and evaluation of emergency preparedness and response in the region
  • Lead in developing a framework for the institutionalization and mainstreaming disaster risk reduction within the NRC’s core competencies, especially during emergencies
  • Ensure operationalisation of the regional emergency deployment roster and be the first line deployment during significant disasters within the region
  • Prepare and periodically update disaster/ hazard calendar for the region, undertake analysis and recommend the use of existing early warning systems for NRC’s programming, building on existing national and regional systems and information
  • Assist and advise the Country Directors on securing donor funding and mobilisation of resources to support emergency activities
  • Maintain ongoing surveillance, scoping, forecast and innovative approaches to emergency preparedness and responses in the region
  • Ensure emergency activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response.
  • Ensure adequate compliance with contractual commitments, monitoring, reporting and acquittal of emergency activities in accordance with humanitarian accountability framework, relevant humanitarian standards and essential environmental mitigation measures
  • Ensure systematic capacity building and competence of technical staff with the emergency response tool kit in terms of its usage, procedures and relevant protocols
  • Ensure with support staff, the establishment and maintenance a functional procurement, ICT, supply chain and appropriate logistics infrastructure during emergency response in the region.
  • Networking and representing NRC at relevant donor and emergency coordination meetings at the regional level
  • Facilitate learning amongst countries through reviews of progress against bench marks, collecting lessons learnt and best practices and facilitating dissemination of the same across in region
  • Promote the rights of the displacement affected communities (Refugees/ IDPs/returnees) in line with the advocacy strategy
  • Ensure compliance and adherence to NRC programme policy, education tools and handbooks

Qualifications

  • Minimum 8 years of relevant leadership/ management experience in disaster prevention, preparedness and humanitarian response
  • University Graduate qualification in a relevant discipline (development studies, rural development, economics, community development, agriculture, public health, disaster risk manager)
  • Post graduate qualification and experience in managing slow onset disasters, disaster risk reduction; conflict analysis; humanitarian response, climate adaptation; and program management including result-based monitoring and evaluation
  • Training in humanitarian frameworks (Sphere, HAP, People in AID and Good Enough Guide)
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Ability to work closely with field based national staff and experience in various staff training and development approaches
  • High level of communication, interpersonal, representation and negotiation skills
  • Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks;
  • Ability to write high quality concept notes and technical sections for donor proposals
  • Fluency in English, both written and verbal
