CHILD SAFEGUARDING:
Level 3 - the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff
ROLE PURPOSE:
This role will provide the primary financial and inputs into emergency response programmes including provision of timely and accurate BvA reports, monitoring and ensuring of the emergency awards payments, provision of technical guidance to the emergency response team, and ongoing support to develop best practice in emergency finance. The main aspects of the role are: Responding to emergencies as the finance focal person with the emergency response team, working with other emergency departments in the Country Office to ensure that there is a co-ordinated response in line with best practices; In an emergency environment; providing short term interim financial support and/or capacity building support to ongoing emergencies.

This is a challenging role in a complex environment. It requires a dedicated, experienced and highly motivated individual who can manage the difficulties of living and working in such an environment and still be fundamental in helping to drive forward our programmes and our ambitions.

KEY AREAS OF ACCOUNTABILITY:
· Provide a high standard of financial accounting in emergency awards, ensuring compliance to statutory law and SC accounting policies.
· Ensure accounting systems, policies, internal controls and procedures are quickly established for the collection and reporting of accurate, complete and timely financial data
· Provide the necessary checks and balances to ensure that money is spent effectively, efficiently and in line with donor requirements.
· Coordinate with awards for proper close out of the grants and make sure all emergency fund are fully spent
· Run adhoc budget vs actual reports and share with the Emergency Team Leader and follow up any significant under/overspend
· Lead on all proposal developments for emergency response and support budget holders to produce quality budgeting information.
· Prepare donor financial reports for the emergency awards,
· Maintain a Master Budget for the emergency response that shows funds raised, the gaps and the spend levels
· Train budget holders and other involved staff including support services on the emergency awards compliance requirements.
· Work in close collaboration with other members of the SC team on all aspects of the emergency response as required.
· Ensure that all emergency response awards spending plan is compiled and shared with concerned parties on a monthly basis,
· Carry out inductions and staff trainings for finance procedures, donor requirements etc.
· Ensure that SC’s commitment to improving quality and accountability in humanitarian work is upheld,
· Comply with all relevant SC emergency policies and procedures with respect to child protection and other relevant policies and procedures.
Working contacts
· Internal: The post holder will work closely with field finance teams, budget holders, Field Managers, Emergency Programme Managers & with staff, and the internal audit team throughout the emergency response period.
· External: The post holder will closely work donors, members and auditors.

QUALIFICATIONS AND EXPERIENCE:
Essential
· Professional qualifications in Accounting or Degree in accounting. CPA, ACCA or CIMA will be an added advantage.
· At least 3 years of experience in similar capacity with well-developed skills in financial management, supervision and capacity building. INGOs experience is an added advantage.
· Proven record of accomplishment of supporting a senior management team, and providing strategic support across multiple sectors.
· Knowledge of the requirements of the major emergency donors and experience in budgeting and reporting to donors.
· Good attention to detail and analytical skills
· Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems).
· Cultural awareness and ability to build relationships quickly with a wide variety of people
· Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
· Strong communication (written and spoken), and interpersonal skills in English.
· Familiarity with financial systems preferred.
· Strong budgeting/accounting/finance skills.
· Ability to maintain high quality of work, both in presentation and accuracy.
· Willingness to work the time necessary to complete critical tasks without being asked.
· Commitment to Save the Children’s values, vision and mission.
Desirable
· Experience with any Save the Children financial systems and overseas accounting software (including Agresso)
