Procurement Manager

MSF Supply is the procurement centre of Médecins Sans Frontières Belgium. Its 100 staff provides an integrated logistic service for missions and other clients in the field. These services include order management, calls for tenders and the procurement of materials, quality control, warehousing and the shipment of goods to missions in the field.

Kenya Supply Unit (KSU) is the intersectional regional supply unit in Eastern Africa, procuring, storing, and distributing medical and logistic items to the various MSF missions in the East African region. Our services include clearing and forwarding (import, export, goods in transit) and handling of international freights.

Both MSF Supply and KSU take part of OCB Supply Unit (Operational Center Brussels) which covers the entire supply chain management at international and local levels of the operations of MSF Belgium.

A PROCUREMENT MANAGER (KSU)

Based in Nairobi, Kenya

Accountable to: KSU General Manager

Technical report to : Purchase and Products Coordinator of MSF Supply – OCB Supply Unit

Main purpose

As part of the KSU coordination team, the Procurement Manager defines and implements the procurement strategy for local purchases for goods, transport and services in line with the global purchase strategy of MSF Supply-OCB Supply Unit. The purpose of the job is to ensure procurement activity with the adequate level of product quality, a good quality of service (reliability, transparency and efficiency) and optimised purchase costs.

Main activities

1. Define and implement a local purchase strategy aligning with OCB Supply Unit purchase strategy and linking with MSF Supply - OCB Supply Unit Purchase team.
2. Conduct market watch and benchmark analysis and analyse the demand of all sections/missions served by KSU in order to define annual action plan
3. Organise market consultations/tenders, that could imply travelling abroad, and lead commercial negotiations up to contractualisation with suppliers
4. Implement and follow up of the Procurement Performance indicators
5. Monitor the suppliers’ performance to ensure expected quality of service is provided
6. Manage and develop the procurement team, expertise and efficiency (1 assistant)
7. Develop purchase methodology and best practices together with MSF Supply/SU Purchase Team in order to improve the level of expertise at KSU level.
8. Play a role of key user for the test and implementation of a e-procurement tool within KSU in coordination with the MSF Supply-OCB Supply Unit Purchase team.
   Profile
9. Education in Commercial or Logistics (equivalent to Master’s degree)
10. At least 5 years of professional experience including at least 3 years in commercial negotiation, implementation of commercial or purchase contracts.
11. Technical skills in negotiation, market data search and analysis, contract management and basic knowledge in financial analysis
12. Fluency in English required. French is a plus.
13. Good command of Office package (Excel, Word, Powerpoint) and knowledge in database management
14. Abilities for teamwork and cross-functional work, experience in team management, experience in project management
15. Rigor and organizational skills, Analytical mindset and capacity for initiative, Interpersonal qualities and sense of diplomacy,
16. Associative or humanitarian experience appreciated.

Conditions

• 12 months full-time permanent contract
• Expecting starting date: as soon as adequate candidate will be identified
• Salary according to MSF-OCB Field salary scale. Transport, accommodation, vaccination are taken in charge by MSF. Per diem + medical insurance
