Context:
Under the overall supervision of the Chief of Mission (CoM) of IOM South Sudan and direct supervision of the Programme Manager (Migration Management) in Juba, the successful candidate will work closely with the Programme Manager to ensure successful implementation of migration management program activities in South Sudan, which includes Immigration and Border Management (IBM), counter human trafficking and migrant smuggling, technical cooperation, law enforcement capacity building, assistance to vulnerable migrants and migrants caught in crisis and other related areas.
Core Functions / Responsibilities:
- Support the strengthening of IOM South Sudans migration management portfolio through effective programing in immigration and border management, trafficking and migrant smuggling, assistance to vulnerable migrants and migrants caught in crisis, technical cooperation and capacity building program for law enforcement officers and other related interventions.
- Support the implementation and monitoring of operational, financial and administrative components of IOM South Sudans migration management projects and activities, in close coordination with the Program Manager and relevant units in South Sudan and relevant IOM
missions in the region and Geneva.
- Facilitate and support liaison with government counterparts, donors, UN agencies and other partners.
- Draft and coordinate regular reports on IOM South Sudans migration management program including donor reports, briefings, annual report, etc.
- Facilitate the timely recruitment of internationals contractors and consultants for trainings and policy development in accordance with IOMs procedures and regulations.
- Organize technical trainings for government stakeholders and partners on migration management and related topics in close coordination with the Programme Manager, ACBC, Regional Thematic Specialists and IOM Geneva.
- Undertake duty travels within South Sudan and abroad related to program activities including assessments, information exchange, liaison with partners and counterparts, meetings and workshops, etc. as required.
- Provide information on related activities including raising materials, updates, press releases and other relevant materials. Respond to more straight forward information requests from IOM units, donors, partners and the Government of South Sudan.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Masters degree in Political or Social Sciences, Business Administration, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Excellent in project development, implementation and monitoring;
• Knowledge of project formulation, administration and evaluation techniques and practices;
• Experience providing support to national efforts in the area of training/capacity building, law enforcement operations and/or immigration and border management information systems and engaging in human trafficking and migrant smuggling;
• Experience in liaising with donors and government counterparts;
• Excellent communication and negotiation skills;
• Good computer literacy.
Languages
Fluency in English is required. Working knowledge of Arabic and/or any other local language is an advantage.
