2. General context of the project
Coping and survival among the refugee returnees, vulnerable and displaced populations in Baidoa villages has become increasingly difficult due to extreme and unreliable weather conditions. WASH vulnerability map of February 2015 shows Baidoa District among the most vulnerable in Somalia[1]. It estimatedthat186,169 people are vulnerable to drought and water borne diseases in Bay region.
INTERSOS conducted a WASH assessment in May 2015 in 24 villages around Baidoa (including Midow town, Wegera, Bukriyey, Berhnoy, Abo-sharow, and Gerboda).The assessment highlighted the risk of water contamination and spread of water borne diseases is high in these villages. There is pressure on the few available water sources because of the influx of IDPs and returnees in these areas 41% of households depend on unprotected shallow well as their main source of water, 38% use water catchments, while only 21% use boreholes, tapped water and water trucks. Most households walk beyond 3km to reach water points. They rely mostly on open water sources because water from improved sources (borehole and piped water)is expensive.
WASH situation is further aggravated by low sanitation coverage and access among households members. Most households (48%) practice Open Defecation (OD) mainly because the community lack awareness on the risks. Only 16% of households have access to simple latrines (with good superstructure) within their dwelling places, while 28% use latrines made of locally available materials such as tree branches, sack, torn out clothes, and cartons, and8% use communal latrines. However these latrines have neither hand washing facilities nor cover for the holes. Even though majority of the households members understand the importance of using soap as a cleaning agent, 79% do not use soap due to economic constraint.
Water access is dismal in the surrounding schools. Children rely on the unprotected water sources around the school compounds as the only available water sources. Furthermore, there is no existing strategy to promote good hygiene practices in these schools or the community. Most households (79%) do not practice any form of water treatment to guarantee safety of water before use or consumption. The other 21% use only the traditional sedimentation process. Watery diarrhoea was reported as leading cause of death ofchildrenunder-5, standing at 42%. Among the adult population, watery diarrhoea comes second (29%) after malaria (37%) as main cause of death. The combination of these challenges and issues calls for urgent WASH response to improve the situation by increasing access to safe drinking water in institutions and villages; promoting CLTS in the community; enhancing sanitation in the institutions through construction and rehabilitation(see the annex)of latrines with hand washing facilities and water supply stems; hygiene promotion in schools through formation of hygiene clubs and periodic group hand washing sessions etc. working closely with the Education section for monitoring and support where there are school activities in the identified schools.

3. Tasks and responsibilities
The WASH Project Manager will be involved in the management and implementation of WASH activities, which will include coordinating with district and local WASH management and promotion structures, and community mobilization around WASH issues. S/he will work with relevant stakeholders to build local capacity to implement key WASH activities.
Specifically the WASH Project Manager is responsible to:
· Managing the UNICEF aforementioned project.
· Procurement of material for construction/rehabilitation.
· Distribution of hygiene material.
· Supervision of the construction and rehabilitation of WASH facilities.
· Organization of awareness activities and campaigns.
· Financial reporting and narrative reporting of the project.
· Supervision of WASH staff.
· Control of list of distribution of beneficiaries.
· Maintain and develop good relationship with Donors and WASH cluster.
· Carry out WASH assessment in order to identify GAPs and Needs for the development of new proposal.
4. Required profile/experience
· MSc Degree in Civil Engineering, Infrastructure development, Water Engineering/Water Resource Management. Those with a Bachelor’s Degree and considerable demonstrated experience will be considered.
· Minimum of 5 years of experience in relevant program management or technical advisory roles in complex WASH projects preferably in Africa; experience in Somalia will be highly preferred.
· Expertise in government, nongovernmental, and community capacity building for WASH.
· Good working experience in community participation and development.
· Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.
· Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff.
· Fluency in English is required.
