Position Summary: Pact seeks a County Liaison and Outreach Advisor for an anticipated USAID governance program in Kenya focused on devolving fiscal and political power and functions from the central government to the county governments. Objectives include establishing and strengthening the capacity of devolved government structures, county assemblies and working with citizens and civil society to hold devolved structures and elected officials accountable. The County Liaison and Outreach Advisor is responsible for building the capacity of the County organizations to build their capacity to influence policy, hold devolved structures accountable for service delivery, and to ensure citizen’s voices are considered in county level development plans and to ensure their views are received and acted upon by the national government. A successful candidate will have extensive experience working on similar development assistance projects funded by major international donors, a track record of successful governance/capacity development work and will possess strong communication, interpersonal skills especially with sub-national legislators and staff.
RESPONSIBILITIES/JOB DESCRIPTION:
• Provide technical assistance for the legislative strengthening component including input to program design, implementation, reporting and evaluation;
• Support the coordination and outreach between elected county assemblies and their constituents;
• Support the collaboration/communication between county assemblies, civil society organizations and national government
• Mentor, coach and support county assembly elected members and their staff;
• Facilitate trainings, workshops and other capacity building activities in accordance with workplans and budgets;
• Coordinate with national legislative training agencies and national members of parliament;
• Contribute to a robust monitoring evaluation and learning systems;
• Support the coordination and outreach between elected county assemblies and their constituents;

EDUCATION AND EXPERIENCE REQUIREMENTS:
• Bachelor’s degree in government, public administration, political science, international relations, development or other relevant field. Master’s degree preferred;
• Minimum of five (5) years experience in delivering training programs in an International NGO for development context
• Experience working on USAID-funded governance and civil society programs;

OTHER QUALIFICATIONS:
• Considerable experience with coordination and outreach specifically related to strengthening the human and institutional capacity of devolved governance institutions.
• Ability to efficiently coordinate with field offices and field teams
• Familiarity with USAID processes and procedures, rules and regulations highly desired
• Proven experience navigating complex and high pressure operating environments;
• Excellent computer skills, with good knowledge of Microsoft Office applications.
• Sensitivity to cultural differences and the ability to adapt to different contexts
• Fluency in written and spoken English and Kiswahili
