Position Summary: Pact seeks a Regional Capacity Development Coordinator for an anticipated USAID governance program in Kenya focused on devolving fiscal and political power and functions from the central government to the county governments. Objectives include establishing and strengthening the capacity of devolved government structures, county assemblies and working with citizens and civil society to hold devolved structures and elected officials accountable.
The position requires the development and implementation of capacity and network assessment tools, the measurement of change in local actors, graduation systems, mentoring, market place and the documentation of these activities. Strong candidates will possess strong communication, interpersonal skills especially with members of civil society and local government. He/She will ensure high technical quality, meet program targets in accordance with work plans, and contribute to high-caliber progress reports.
RESPONSIBILITIES/JOB DESCRIPTION:
• Support development and implementation tools for capacity assessment of civil society organizations, county level government and networks of individuals and organizations;
• Train and mentor others in the use of these tools and in analyzing data collected;
• Actively support implementation of strategies that create enabling environment for capacity development in the devolved structures.
• Implementation of the market place strategies and overseeing the transition of grant management to local partner
• Monitor and document change in capacity of civil society, county government and network actors over time;
• Ensure that lessons learned are fed back into project activities;
• Support the establishment of robust monitoring evaluation and learning systems across the project;
• Train and mentor others in the use of these tools and in analyzing data collected;

EDUCATION AND EXPERIENCE REQUIREMENTS:
• Bachelor’s degree in organizational development, development studies, political science, international relations, or other relevant field.
• Minimum 5 years of technical experience working with civil society in Kenya
• Substantial technical experience building the organization and technical capacity of civil society organizations and local government
• Kenya experience highly desirable.

• Ability to efficiently work in teams and coordinate between various stakeholders;

• Proven success navigating complex and high pressure operating environments.
• Considerable experience with governance and/or civil society programs, specifically related to strengthening the human and institutional capacity of devolved governance institutions and the CSOs that hold them accountable.
