Position Summary: Pact seeks a Regional Grants Officer for an anticipated USAID governance program in Kenya focused on devolving fiscal and political power and functions from the central government to the county governments. Objectives include establishing and strengthening the capacity of devolved government structures, county assemblies and working with citizens and civil society to hold devolved structures and elected officials accountable. The National Grants Officer will be responsible for administration of national level grants under contract and working at a national level. Overall role including pre-award assessments and issuing of grants, monitoring and reporting of grants, maintaining of all grants related financial and contract documents and ensuring proper and timely close-out of grants.
RESPONSIBILITIES/JOB DESCRIPTION:
• Conduct pre-award assessments for prospective grantees
• Work with selected national level partners to ensure budgets are in line with programmatic, cost and feasibility criteria
• Prepare grant award documents for approval in compliance with both Pact and donor applicable regulations
• Prepare cash requests for all national level grants ensuring amounts requested are reasonable and within approved budgets and ensuring Pact procurement policies and procedures are followed when procuring goods and services
• Ensure that all project advances and commitments are liquidated regularly and outstanding advances cleared for all grants
• Review on a monthly basis grantee financial reports and conduct regular financial reviews giving feedback to grantees as appropriate on areas that need improvement in their systems and procedures
• Maintain up to date knowledge of USAID rules and regulations with a specific focus on grants under contracts and ensure compliance at all times
• Ensure timely closeout of national level grants and that relevant close-out documents are submitted to the Grants Manager for approval to include, close-out letters, close-out checklists, modifications to de-obligate residual funds where applicable etc
• Work with the national level grantees to ensure that all grant deliverables are obtained on close out of grants
• Maintain up to date hardcopy and softcopy grant files
• Identify grantee financial training needs and provide technical assistance where needed
• Assist in developing training materials and resources for Pact.

EDUCATION AND EXPERIENCE REQUIREMENTS:
• Bachelor’s degree in Business, Management, International Affairs or related field.
• At least three years working in grants management.
• Experience working with USAID grants-under-contracts including compliance with federal rules and regulations preferred.
• Fluency in written and spoken English and Kiswahili
• Kenya experience highly desirable.
