Position Summary: Pact seeks a Monitoring and Evaluation Officer for an anticipated USAID governance program in Kenya focused on devolving fiscal and political power and functions from the central government to the county governments. Objectives include establishing and strengthening the capacity of devolved government structures, county assemblies and working with citizens and civil society to hold devolved structures and elected officials accountable.
The M&E Officer is responsible for reporting, data collection, learning, documentation and supporting partners and staff in working in the program in preparing, coordinating and delivering programs. S/he will be in charge of the development of the M&E framework and assessment tools, technical reports and collaborates with the regional advocacy and capacity development coordinators in the daily monitoring of the program.
A successful candidate will have extensive experience working on similar development assistance projects funded by major international donors and will have a demonstrated ability to lead institutionalization of data quality practices and contribute to program development as well as provide timely and accurate reports.
RESPONSIBILITIES/JOB DESCRIPTION:
• Provide support to partners implementing AHADI in developing standards, protocol, and tools for ensuring quality of information;
• Develop and support partners to design and implement quality assurance guidelines, the M&E plan, review data quality and develop improvement plans.
• Verify data sources from program progress reporting tools of partners and support data collation and analysis;
• Ensure adequate availability of tools for monitoring their proper use by partner organizations
• Keep up to date with developments in training methodology and devolution issues in order to effectively respond to M&E training needs.
• Raise monitoring and evaluation briefs for sharing with AHADI staff and structures based on approved work plans
• Monitor implementation of activities related to representation of citizen interests and oversight of targeted county government performance, partners and relevant agencies such as county governments etc.
• Linking and coordinating with other M&E team within the project and overall M&E program team.
• Track monthly reporting rates of activities by partners, staff and provide feedback.

EDUCATION AND EXPERIENCE REQUIREMENTS:
• Bachelor Degree in social sciences and related field,
• Minimum of five (5) years’ experience in M&E.
• Experience working on USAID-funded governance and civil society programs.
