The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a consultancy position of targeting expert to draft a regional guidance manual that identifies different options for the targeting of food assistance to refugees in protracted refugee settings in region.
The WFP Regional Bureau for East and Central Africa oversees WFP’s programmes in Kenya, Ethiopia, Uganda, Djibouti, Somalia, South Sudan, Burundi, Rwanda and Eritrea. Its activities are organized at country level and supported by Regional Bureaus (RBs) and the Headquarters in Rome. WFP is present in approximately seventy Country Offices with six Regional Bureaus.
WFP and UNHCR regional offices based in Nairobi have established a joint refugee targeting taskforce team to work jointly and provide technical support to the refugee operations in the region. The consultant will be working closely with the joint WFP/UNHCR refugee targeting taskforce team established at the WFP/UNHCR regional offices.
A. Background and Purpose of Assignment
The Horn of Africa is one of the world’s most food insecure regions. Approximately 44% of the combined population of Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan, South Sudan and Uganda live in areas prone to extreme food shortages. The broader region hosts over 3.4 million refugees and 11 million IDPs who are amongst the most vulnerable within their respective countries. There are over 70 refugee camps and settlements in the RBN region with a majority of refugees in the region displaced for more than five years. This region houses the second highest number of refugees globally. Over 420,000 people were displaced since October 2015 and 62,000 have crossed international borders and become refugees primarily due to conflict and violence as well as natural disasters including the impact of El Nino. Emergency influx have continued to occur over the last couple of years, especially from South Sudan and Burundi, where internal conflict and food insecurity have fueled flight.
While all refugees have a right to protection and asylum, not all refugees require food assistance, and it has become more essential in the current climate of reduced funding due to competing crisis to ensure that those requiring support receive sufficient interventions while those who are self-reliant and able to meet their own needs are encouraged to do so. Beyond funding concerns, investment in self-reliance and livelihood have multiple benefits for refugees and often allow for a more dignified and future-building existence- targeting can support a reduction of those requiring food support and an increase in support to those seeking to build livelihoods and economic solvency.
RBN is in the process of developing models for targeting assistance to refugees requiring support with a goal to develop three clear models of assessment and analysis that can lead to a more targeted approach where only refugees requiring support are receiving it.
B. Objective:
There is a need for clear guidance and the development of potential models for targeting based on contextual analysis. Country operations need support to determine the most cost-effective and efficient method of targeting assistance to those in need while keeping both the inclusion and exclusion error as low as possible.
WFP RBN requires support in establishing an evidence–base of best practices for refugee targeting, and in the development of a final document that will disseminated to County Offices to help guide their decision-making around food-assistance targeting within refugee camps throughout the region.
• Support the joint WFP/UNHCR Refugee Targeting Task Force in analyzing and synthesizing the information, data sets and indicators relevant to the establishment of targeting options, models and field guidance charts to be included in final guidance document.
• Lead and manage the design, lay-out and formatting of the final document, including ensuring the joint WFP/UNHCR Task Force Members’ contributions are included and embedded within the final document.
C. Deliverables:
The consultancy will include three components:
1. Review of current literature and best practices in the targeting of assistance: this component should include an analysis of relevant policies, priorities, strategies and programmatic approaches of Governments, donors, regional bodies, other UN agencies and other relevant organisations in the region. It will include a review of the HQ initiatives and ensure regional harmonization and compatibility with the global work being done by WFP on targeting.
- Development of three potential targeting models for the refugee context in the RBN region: this component will include a review of the demographics, political climate, forms of assistance, food and nutrition security indicators and opportunities for livelihoods and self-reliance of the +70 camps in the region to determine the composite typology of the camps. The goal is produce three targeting models that can be applied to all of the different camps/contexts to ensure that we have a model that can address the differing contexts and make recommendations on information and assessments required for targeting.
3. Drafting of a targeting guidance document: this component will include two parts:
· finalization of the three step process for targeting to support country operations decision making to determine 1) if they should target; 2) which factors to consider for targeting; and, 3) the three targeting models developed
· a targeting guidance document that is a read-along companion to the three stoplight flow charts for decision making on targeting
D. Principles
· The consultant will work under the supervision of the Refugee Targeting Technical Advisory Group Chair (Senior Regional Nutrition and HIV Advisor) in the ECA Regional Bureau, under the overall guidance of the Senior Regional Program Advisor and in close consultation with the joint WFP/UNHCR RT-TAG members;
· The guidance should be in line with but not duplicate the targeting work at HQ but should focus on how to practically operationalise targeting in the East and Central Africa region.
· The guidance should move beyond current targeting options and utilize the full range of appropriate targeting approaches used outside of WFP but adapted for the targeting of in-kind or transfer based assistance to refugees;
· Recommendations should be made taking into account the full range of food assistance tools available to WFP.
E. Location of the assignment
Nairobi, Kenya with some possibility of travel to countries in the region.

Beginning of consultancy: 1st September for five months
G. Qualifications and Experience Required
· Senior level experience in humanitarian and development programmes, with in-depth understanding of food security, nutrition and refugee rights;
· Experience with refugee programs in the East/Central/Horn of Africa;
· Familiarity with targeting in humanitarian settings done by INGO and global organizations;
· Previous working experience with WFP, UNHCR and other multilaterals and/or non-governmental organizations involved in humanitarian or development work;
· Excellent written and verbal communication skills.
