Overall purpose of the job: Reporting to the Secretary/CEO, the position is charged with the responsibility of developing sound and effective framework for administration of Bar Examinations and assuring the credibility, integrity, efficiency and effectiveness of the examinations.
Key Responsibilities
Develop and implement a comprehensive framework for management of the examination process including examination registration, test development administration and certification;
Develop and implement Bar Examination standards and procedures to assure the examinations achieve set objectives, meet expected standards of a Bar Examination and are credible.
Be responsible for ensuring the set standards meet international best practice;
Be responsible for assuring the integrity of the entire examination system and processes;
Develop and implement a sound examination registration process ensuring only eligible candidates are registered and take the examinations;
Be responsible for the development of a sound record management to maintain accurate records on candidates’ marks attained and certification;
Establish a system of collaboration with legal training providers on examination administration including provision of examination venues and supervision of examinations;
Recruit examination setters, moderators and markers ensuring that their roles are clearly defined and those recruited meet set qualifications and required standards of personal integrity and confidentiality;
Be responsible for ensuring security for all examination materials including examiners draft tests, examination papers and marked scripts;
Carry out local and international benchmarking for continual improvement of examination administration process;
Carry out any other duties that may be assigned from time to time.
Qualifications and skills
A Masters Degree in Law from a recognized university. A PHD in Law or Education will be an added advantage;
Training in Test Development will be an added advantage;
Minimum 10 years of relevant experience in a similar environment, 5 of which should be at senior management level in similar environment;
High proficiency in use of ICT;
Demonstrable organizational skills, PR and communication skills;
Negotiation skills;
Leadership skills;
Highest integrity.
