Baseline evaluation for Plan Kenya and KICOSHEP project: Increasing access to HIV and Aids services in Kibera slum

Plan is an international humanitarian, Child-Centred Development Organization without religious, political or government affiliation. Plan strives to achieve lasting improvements in the quality of life of deprived children in developing countries through a process that unites people across cultures and adds meaning and value to their lives.
Towards the realisation of the CSP goal of Right to Health, Plan Intl, Kenya will be partnering with KICOSHEP to implement of an HIV and AIDs project for 18 months, entitled; ‘Increasing access to HIV and AIDS services in Kibera slum’, with funding from Comic Relief. The project aims to help HIV and AIDs infected adults and children, female sex workers (FSW’s), grandmothers, orphaned and vulnerable children (OVCs), and child headed households to have access to better health services and improved livelihoods in the Kibera slums.
The purpose of this Baseline Evaluation is to establish the initial status of the project’s outcomes and related indicators against which the results of the project will be compared. The baseline evaluation will establish benchmarks for measurement of program performance as well as to generate data for evidence-based decision making at project initiation in relation to tracking of project progress and outcomes; opportunities for leverage/linkages and synergies for better results; and technical advice on how the project’s M&E system including tools can be enhanced for impact measurement.
As Plan International is a child centred community development based organization, we would be interested to learn the impact of this project on the lives of the children of PLHIV in Kibera, and although they are not a specific target group we hope that the baseline research can give this some focus to research on the potential effect that improved livelihoods will have on the health and well-being of children.
In line with the project’s immediate objectives, the consultancy will be guided by the following specific objectives;
Analyse the project outcomes and indicators and formulate relevant baseline questions to assess the current situation of the target groups in Kibera. Ensure the methodologies used are age and gender appropriate to the target groups.
a) Identify current opportunities for availability and access to, as well as the current standard of home- and community-based HIV services in the study area.
b) Assess the HIV and AIDS-related levels of stigma and discrimination experienced by PLHIV making reference to, and utilising the WHO Stigma Index tools.
c) Examine the livelihoods of PLHIV and caregivers in the target areas, and opportunities available to PLHIV to improve their income levels. Assess the impact of livelihoods on nutrition and general well-being levels of PLHIV.
d) In line with Plan International’s child centred community development initiatives, identify the most vulnerable and marginalised children of target groups that will be affected by the project and identify areas that can be monitored through the life of the project to assess the impact that the work has on the lives of these children, particularly in relation to livelihoods.
e) Address the learning questions identified by the project during start up and advise on methodologies appropriate to measuring progress made against each of these learning questions. Make recommendations as appropriate for refinement of the learning questions.
The proposed baseline evaluation will be conducted in the Kibera slums of Nairobi and will focus on PLHIV, FSW’s, Grandmothers, OVC and Child Headed Households to review levels of access to HIV and AIDS services.
