Evidence Generation for Pastoralist Education

Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. We employ more than 300 staff and have an operating annual budget in 2014 of approximately US$25 million.
The Context Kenya has made important strides in its progress towards achieving the two education millennium development goals; primary education was made free and compulsory in 2003 and the national primary net enrolment rate has increased from 77.3% in 2002 to 92.5% in 2008. Kenya also adopted a new constitution: The Kenya Constitution, 2010 which contains a Bill of Rights that guarantees a wide range of rights and fundamental freedoms, including; the right to free and compulsory basic education for every child aged from 4 to 17, and Early Childhood Development and Education (ECDE), especially for children from marginalised areas. The Basic Education Act, 2013 provides for free and compulsory basic education and indicates no admission fee should be levied when admitting a child to a public school or a basic education institution. The Act also provides for the establishment of a National Council for Nomadic Education, which will be charged with overseeing nomadic education in Kenya. The Children Act, 2003 provides for the same. In article 7.(1) it states that every child shall be entitled to education the provision of which shall be the responsibility of the Government and the parents and (2) Every child shall be entitled to free basic education which shall be compulsory in accordance with article 28 of the United Nations Convention on the Rights of the Child.
Despite these achievements Kenya still faces a number of challenges in improving access, equity, quality and relevance of education, especially for children in urban slums and in the arid and semi-arid lands (ASAL) regions. School enrolment rates, retention, transition and quality of education vary across regions, And even within regions geographical, economic and social inequalities adversely impact on education. Both boys and girls in ASAL face huge barriers to education. However children in pastoralist areas and especially girls face ‘multiple barriers’ due to patriarchal socio-cultural systems that discriminate against girls over boys and exacerbate sex and gender based violence.
Wajir County which falls within the ASAL region of Kenya will be the location for implementation of the pilot. As is characteristic of ASAL areas, the county is far below the national average in terms of enrolment, retention, transition and quality with particular challenges around gender parity. There are 203 primary schools with a total enrolment of 59,065 pupils (35,928 boys, 23,137 girls), served by 889 teachers. There are 34 secondary schools with 5,122 boys enrolled and only 2,073 girls .
