AAM Management Information Consulting Ltd (Hungary) is looking for experts for the assignment "Evaluation of the "Start up project to promote regional maritime security" in the Eastern and Southern Africa-Indian Ocean region.
The project is currently at the bidding phase and we are looking for one key expert who would be interested in the implementation and possesses all qualifications and skills required for the positions. The project is expected to last for 3 months, starting on July 2014 and lasting until August 2014 with a total of 34 working days.
The global objective is to "create a process in the Eastern and Southern Africa-Indian Ocean region (ESA-IO) region to ensure that the four Regional Organisations (ROs), namely COMESA, EAC, IGAD and IOC, and governments are well prepared to implement the middle-to long-term "Regional Strategy against Piracy and for Promoting Maritime Security" which was as adopted by the 2nd Regional Ministerial Meeting held on 7 October 2010 in Mauritius. The specific objective is to "prepare the ESA-IO region for the implementation of the MASE Programme (EUR 37.5 million, 5 years) through the development and implementation of all necessary structures, systems and coordination/communication mechanisms and the implementation of immediate capacity building activities".

REQUIREMENTS OF THE POSITION
- Availability to work in Mauritius, Seychelles, Kenya and Djibouti during the implementation period (June 2014 - August 2014) for 34 working days.
- Qualifications and skills:
- at least a Masters' Degree in maritime domains, political science or defence studies, or other domains related to the assignment ; in absence of a Masters' degree, equivalent professional experience for at least 15 years in the sector(s) directly or indirectly related to maritime domains, political science, defence, or home affairs or other domains related to the assignment
- full working knowledge of English, and of French and excellent report writing
- General professional experience:
- at least 12 years' experience in the sector(s) directly or indirectly related to maritime domains, political science, defence, or home affairs or other domains related to the assignment
- Specific professional experience:
- a solid and diversified experience in the specific field of expertise needed, including experience in evaluation of projects;
- experience in the ESA-IO region, including the Horn of Africa ;
- experience of regional projects, and of projects with complex institutional arrangements;
- fully conversant with the principles and working methods of project cycle management and EU aid delivery methods, and EDF procedures.
