NATIONAL LEVEL AWARENESS CAMPAIGN ON WOMEN ECONOMIC EMPOWERMENT APPROACHES IN ENERGY SERVICE DELIVERY

REQUEST FOR EXPRESSIONS OF INTEREST:
NATIONAL LEVEL AWARENESS CAMPAIGN ON WOMEN ECONOMIC EMPOWERMENT APPROACHES IN ENERGY SERVICE DELIVERY
Practical Action is seeking for a consultant to carry out a nationwide public awareness campaign on Women Economic Empowerment Approaches in Energy Service Delivery in Kenya.
1.0 BACKGROUND
Practical Action Eastern Africa Regional Office established 25 years ago has been delivering technology through leveraging on best practices learnt to yield high impact at scale. It delivers its work through three goal areas: Universal access to energy; Food security, Agriculture and Disaster Risk Reduction; and Urban Water, Sanitation and Waste Management services. Gender and Climate change are cross cutting issues in the programs
The United Nations General Assembly declared the decade 2014-2024 as the Decade of Sustainable Energy for All (SE4ALL), underscoring the importance of energy issues for sustainable development and for the elaboration of the post-2015 development agenda. In adopting the resolution, the General Assembly acknowledged that access to sustainable energy services is essential to social inclusion and gender equality. Further, it has been declared that the focus of the first two years will be on a global campaign on energy, women, children and health
Practical Action in partnership with Sustainable Community Development Services (SCODE) and with the support from ENERGIA International Network on Gender and Sustainable Energy are implementing a programme with 2 components, namely:
  1. Women in Energy Enterprises in Kenya( WEEK) - targeting seven counties (Kisumu, Kakamega, Siaya, Nakuru, Nyeri, Murang’a and Nairobi) supporting 730 women entrepreneurs along the briquettes, solar and improved cook stoves value chains to address the barriers they face in expanding their businesses. Lessons from the project will be used to lobby and advocate for women economic empowerment.
  2. Advocacy for Energy and Gender in Kenya (AGEK)- lobbying and advocating for adoption of women economic empowerment (WEE) approaches in delivering new targets for universal modern energy access at the county, national and international levels.
It is envisaged that in the end, women economic empowerment (WEE) perspectives will be adopted and incorporated in policies, plans and implementation strategies at County and National level. In order to increase awareness, advocate and mobilize support for the integration of women economic empowerment approaches in energy service planning and delivery, we Practical Action is launching a public awareness campaign to reach over 2 million people and at least 6 key SE4All stakeholders aware and applying WEE in their activities.
Key outputs include the development of gender sensitive awareness materials & tools designed (road shows, radio talk shows, media coverage, WEE champions, case stories, briefs, articles, blogs etc.) and used for national level campaign and advocacy efforts.
2.0 OBJECTIVES OF THE CAMPAIGN
The main objective of the campaign is to raise awareness on the importance of women economic empowerment in energy service delivery and its related impacts on the lives. The campaign will:
  1. Increase awareness and sensitize the government, public and development agents on the need to support women economic empowerment in delivering energy services
  2. Demonstrate to the government and development agents the important role played by small, micro and medium energy enterprises in empowering women economically
  3. Establish and strengthen alliances and partnerships for engendering energy access and service delivery at both county and national level
  4. Increase awareness, advocate and mobilize support for the integration of WEE approaches.
3.0 TASKS AND RESPONSIBILITIES OF THE CONSULTANT
In liaison with the project team, the consultant will operationalize a national public awareness campaign based on the campaign strategy developed together with the project team to raise public awareness on WEE. Specifically, the consultant will:
  1. Collate and design appropriate communication/ advocacy materials and gender and energy messages to be used in the national and public awareness campaign
  2. Review the already developed campaign strategy to ensure it achieves the stated objectives including tangible, tactical activities to raise public awareness on WEE and energy approaches in on-going county level initiatives (radio talk shows, media coverage, WEE champions, case stories, briefs, articles, blogs etc.).
  3. Identify and map appropriate communication channels for enhancing public awareness at the national and local levels. This includes research on general and specific publications, TV and radio stations/programmes in order to present Practical action with detailed statistics and recommendations regarding, target audience, circulation, cost per unit, etc
  4. Identify and Create partnerships/alliances with organisations that have an interest in gender and energy and seek their commitment through signing of the ‘Call to Action Statement’
  5. Establish alliances and partnerships with community-based media to build their capacity on the importance of engendering energy access and service delivery at the County level.
  6. Create debate on social media around women, work and WEE, leveraging specific project milestones & internationally recognised days
  7. Create and manage relationship with identified Gender and Energy champions
  8. Developing case studies and multi-media products on WEE based on project activities at the county and national levels.
  9. Conduct media monitoring to establish the status of gender and energy monitoring (baseline) and coverage received from advocacy activities
  10. Disseminate best practices on WEE approaches integration and stories of impact to stakeholders in the energy sector.
4.0 DELIVERABLES
  1. WEE perspectives adopted and incorporated in policies, plans and implementation strategies at the county and national levels.
  2. Two (2 )million people reached through national level campaign on gender and energy implemented by the consortium
Other deliverables as per the project indicators and targets
  1. SE4All stakeholders aware and applying WEE in their activities
  2. Case studies and multimedia products on WEE developed and used for public campaign and advocacy efforts at national level
  3. At least 30 SE4ALL stakeholders reached with content on WEE
  4. CSOs and energy stakeholders mobilised to support WEE advocacy and lobbying.
  5. Establish partnerships with local or community based media houses.
  6. Final report detailing the campaign process and outcomes created
  7. Monthly activity reports, clearly indicating outputs, outcomes, and impact of the campaign
5.0 QUALIFICATIONS OF THE CONSULTANT
We are looking for a consultant who has the following qualifications;
  1. A Master’s degree in the field of public relations, journalism, communication or marketing, or business management or similar field.
  2. In-depth knowledge of the Kenyan mainstream media and PR environment, as well as of marketing techniques.
  3. Demonstrated ability to create content that is persuasive, clear, concise and able to convey and present technical ideas/knowledge in an engaging manner for varied audience.
  4. Demonstrated ability to create content for sustainable development or other relevant areas for a variety of audiences and for a wide range of media platforms (provide links to profiles as examples)
  5. Experience in handling press/media events
  6. Knowledge of the Kenyan energy sector
  7. Broad base of networks and alliances in the development sector and in the media.
  8. Demonstrated knowledge of gender issues in development in Kenya will be an added advantage.
6.0 DURATION OF THE ASSIGNMENT AND REPORTING
The assignment runs from July 2016 to April 2017. Involvement will be limited to providing specific services at specific times as indicated in the work plan or any other period as may be subsequently agreed by the parties.
The consultant will report directly to the Programme Manager -Energy and Gender and work closely with the Project Officer, Energy and Gender

  1. A Technical proposal stating why you consider yourself suitable for the assignment;
  2. Brief methodology on implementation of the assignment, including a Monitoring and Evaluation plan of the campaign activities and expected results
  3. Work references of at least 2 organizations/companies for which you have produced similar assignments.
  4. Financial proposal indicating consultancy fee
