Project Profile Palladium has recently been awarded a cooperative agreement to implement the USAID County Measurement, Learning and Accountability Program (CMLAP) in Kenya. The purpose of this activity is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development and decision making. This activity will focus its support in the following HIV, malaria and MNCH focal counties of Homabay, Migori, Kisii, Kakamega, Busia, Vihiga, Bungoma, and Kisumu.
A 25 person team will be recruited to work in Kisumu to achieve the project results. Palladium is recruiting 21 staff and Plan 4 staff. The team will be led by a Chief of Party also based in Kisumu. Palladium staff in Nairobi and our international offices will provide routine technical and administrative support and assistance. Position Summary Under the leadership of the Knowledge Management/Communications Specialist, the Project Monitoring and Evaluation Specialist will be responsible for implementing the CMLAP project M&E plan. The M&E Specialist will work closely with all staff to track project implementation, at cost, time and quality. S/he will lead the design and implementation of the project's M&E activities, including appropriate methods and data collection tools and instruments. S/he will oversee the implementation of the project's M&E plan including indicator development, indicator reference sheet preparation, and project results reporting. As required, the Specialist will support external evaluation, operational research, and M&E technical assistance activities. S/he will also establish a database for project information and develop protocols to ensure data quality. S/he will ensure that adherence to USAID reporting requirements for project data. This position is based in Kisumu, Kenya. No expatriate or relocation benefits are associated with this position. Key Responsibilities:
- Develop and implement the project's M&E Plan / Performance Monitoring Plan (PMP)
- Develop and adapt program monitoring indicators, indicator reference sheets, data collection tools and reporting formats.
- Provide technical leadership in the development and deployment of database / MIS to manage routine program data
- Oversee special studies and evaluations, including baseline, midline and final evaluation. Develop research questions, study protocols, manage field data collection, analyze data and disseminate study findings
- Lead the development and implementation of the annual pulse assessment, data-informed annual work planning checklist and qualitative Index, monitoring of the project sustainability plan and maturity checklist.
- Train CMLAP staff to fulfill their role to collect project data. Monitor data collection processes
- Design and manage a data quality assurance and improvement process
- Participate in identifying and documenting project success stories
- Lead data analysis for routine donor reporting and ad hoc requests; participate in other project reporting. Conduct special analysis for example gender and sustainability.
- Support project work planning to ensure it adheres to PMP.
Educational background and Experience
- A Bachelor's degree in mathematics, statistics or related field.
- Project Management Professional Qualification (PMP)
- 5+ years' experience in an M&E position for a USAID or PEPFAR project
- Demonstrated experience establishing and managing M&E systems, including the staff, electronic system, tools, indicators, etc. to support routine program monitoring
- Demonstrated experience designing and/or implementing approaches to improve data quality within complex programs
- Knowledge of approaches and activities to improve data dissemination and use, including building capacity in data use
- Previous experience conducting evaluation and/or special studies
- Demonstrated experience in data analysis; SPSS / SAS or equivalent
- Appropriate software skills necessary in use of project management software, such as MS Project or equivalent
- Experience developing electronic databases / management information systems (MIS)
- Strong professional writing and professional presentation skills
- Strong written and oral communication skills for high-level policy audiences (writing examples may be required)
- The ability to work well under pressure and skilled in change management and problem solving
- Ability and willingness to travel frequently within Kenya and work under field conditions
- Fluent English and Swahili required.
