Position: M &E Officer
Term: Full-Time 1-year renewable contractPosition Overview:
Heshima Kenya is a nonprofit organization based in Nairobi Kenya dedicated to identifying, protecting and empowering unaccompanied refugee minors, especially adolescent girls, through our specialized shelter, education and advocacy programs. The position holder will be responsible for monitoring, evaluation and research processes for Heshima Kenya including setting up and managing monitoring, evaluation and research systems and aligned structures. The position will report direct to the Country Director.
Primary Responsibilities:
- Responsible for development and setting up effective programs monitoring, evaluation and research systems.
- Responsible for establishment of an effective data management system, safe storage and retrieval of the data
- Setting up Heshima Kenya Monitoring and evaluation framework and aligned program M&E plans
- Providing technical support to program managers and their teams in development of program and project monitoring tools
- Promote the standardization of M&E processes throughout the project cycle management, ensuring coherence and quality of information collected against planned results and activities.
- Provides technical and surge support to the program managers/staff on M&E processes, outcome monitoring, quantitative and qualitative data collection and analysis for assessments, donor reporting and other processes
- Provide technical advice and backstopping support to the Project Managers and contribute to the setting and monitoring targets for the project
- Plan and execute project assessments, reviews and evaluations in coordination with the SPM and program managers.
- Leads in all organization research work including supporting senior programmes manager in development of MER terms of references for external consultants
- Lead the development of a system biased dashboard to facilitate projects access to relevant information from the data collected.
- Establish and implement an Accountability Framework for target population with an ingrained Complaints Response and Feedback Mechanism (CRFM) for timely decision making and improvements to programming
- Ensure standardization of tools for all the Project and to undertake regular Programme monitoring including carrying out assessments, establishing baseline surveys, documenting progress, conducting Post-Distribution Monitoring (PDM) and endline surveys and evaluations
- Support senior programmes manager in reviewing project progress reports ensuring they reflect on outcomes and desired quality
- Participates in development of Heshima Kenya project descriptions and Annual Operational Plan(s) and contributes to the organization strategic management
Professional Qualifications
- A masters degree in monitoring and evaluation, and or research / minimum of a university degree preferably in statistics, social sciences, development or other relevant discipline.
- Minimum 5 years of experience designing and implementing M&E systems for international donor-funded projects
- Good understanding of Project Cycle Management and highly skilled in outcome and impact monitoring. Solid understanding of logical frame work is key to this position
- Solid experience of work with windows based computer software, SSP, GIS, excellent at excel
- Solid experience in programme monitoring and evaluation as well as ability to design M & E tools relevant to the education sector, social enterprise and development programs
- Experience in conducting M&E activities in highly complex programs and for programme using community based approach (including data collection, statistical analysis, qualitative research, outcome monitoring and dissemination of results)
- Experience in designing survey and research tools, organizing and delivering training workshops, managing community mobilization and advocacy activities for local non-governmental organizations
- Ability to work closely with field based staff and experience in various staff training
- High level of communication, interpersonal, representation and negotiation skills
- Documented results related to the position’s responsibilities
- Strong analysis skills (qualitative and quantitative) and critical thinking
