Project Profile Palladium has recently been awarded a cooperative agreement to implement the USAID County Measurement, Learning and Accountability Program (CMLAP) in Kenya. The purpose of this activity is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development and decision making. This activity will focus its support in the following HIV, malaria and MNCH focal counties of Homabay, Migori, Kisii, Kakamega, Busia, Vihiga, Bungoma, and Kisumu.
A 25 person team will be recruited to work in Kisumu to achieve the project results. Palladium is recruiting 21 staff and Plan 4 staff. The team will be led by a Chief of Party also based in Kisumu. Palladium staff in Nairobi and our international offices will provide routine technical and administrative support and assistance.
Position Summary Under the leadership of the CMLAP Deputy Chief of Party (DCOP), the Senior Data Use and Learning Specialist will be responsible for supporting Output Areas 1 (increased leadership and management capacity of county governments for effective MLA systems) and 2 (increased availability, analysis, and use of quality data), by developing, implementing, and monitoring the data use strategy. S/he will work with the Senior Governance Specialist, Field Coordinator and County Learning and Planning Specialists on implementation and monitoring the data demand and use (DDU) strategy and guiding the DDU assessments and interventions, ensuring DDU support of county health management teams and M&E technical working groups, and strengthening/developing mechanisms for county accountability throughout. S/He will report to the DCOP and work with the broader CMLAP team on shared objectives. This position is based in Kisumu, Kenya. No expatriate or relocation benefits are associated with this position.
Key Responsibilities
- Support to the CMLAP county-based Learning and Planning Specialists and government stakeholders to continuously use data from all existing Kenyan health information systems for program improvement; strengthen/establish mechanisms for regular data review and discussion; work to improve data analysis and develop decision support tools.
- Increase the use of gender and age-disaggregated data in particular, and inferential statistics in general for evidence-informed management of the program
- Create and improve access to user-friendly data dashboards and data visualization products to enable the CHMT, SCHMT, HRIO, facilities to monitor target indicators for improved decision making (in collaboration with the CMLAP Senior Analytics Specialist)
- Develop and implement trainings on data analysis, interpretation, presentation, communication and advicacy.
- Develop strategies to support and sustain regular quarterly data reviews and learning platforms at the county level.
- Support county CHMTs, M&E technical working groups, CMLAP leadership development groups and County Learning and Planning Specialists in the strengthening/development of outcomes monitoring systems. Link system improvement/development to county planning and decision making needs.
- Work with civil society groups to build skills in data use.
- Inculcate a culture of data demand and use, including the provision of routine high-level statistical analyses.
- Link to Palladium counter-parts within the Kenya Measure Evaluation, Health Policy Plus and Strategic Information teams, for cross-platform learning and sharing of data demand and use strategies and techniques.
Educational background and Experience
- 5+ years' experience in monitoring and evaluation of public health programs
- Appropriate software skills necessary to conduct data analysis, such as STATA, SPSS, Tableau or their equivalent
- Demonstrated experience working with the various Kenyan health information systems (DHIS2, CPIMS, EMRs, COPBAR, etc.)
- Master's degree in public health or related discipline
- Demonstrated experience in working on donor-funded projects, especially for the US government
- Knowledge and experience of data informed decision making and advocacy
- Ability to communicate technical data to non-technical audiences
- Excellent writing and communication skills
- Excellent inter-personal skill
- Ability to work as a team member
- Proficient in Microsoft Office Suite and familiar with the use of databases
- Must be available for domestic travel
Fluent English and Swahili required.
