Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:
The IOM Ethics and Conduct Office (ECO) was established in 2014 in line with the Director General’s commitment towards professionalism, accountability and transparency and with a view to uphold IOM’s fundamental principle of ‘’integrity’’ for staff members enshrined in the IOM’s Constitution (Article 15).
ECO is an integral part of the Office of the Director General (ODG) and reports to the Director General. ECO is responsible for dealing with procedures and policies covered by the IOM Standards of Conduct and providing counsel to the Administration and staff members about ethics and standards of conduct. ECO promotes ethical awareness and behaviour at IOM through training, communication, policy development and liaison. ECO also receives and provides advice on staff members’ requests for involvement in any outside activity.
More specifically, the Ethics and Conduct Office receives, manages and tracks referrals concerning allegations of misconduct and unethical behaviour in compliance with the IOM Standards of Conduct and related policy issuances, including fraud, harassment, abuse of authority, sexual exploitation and abuse, discrimination, outside activities and conflicts of interest.
Working under the direct supervision of the Head of Ethics & Conduct Office (ECO) in HQ Geneva and in close collaboration with the other members of the ECO team, the RSC team in Washington and other relevant units at Headquarters (HQs) including HRM, LEG and OIG, the successful candidate will be responsible and accountable for providing Ethics & Integrity support and assistance to the IOM Missions for promoting the IOM Standards of Conduct with specific focus on resettlement programs’ integrity, especially USRAP.
Core Functions / Responsibilities:
  1. Assisting the Head of ECO in the fulfilment of the mandate and responsibility of ECO.
  2. Conduct regular analysis of the incoming allegations of fraud (in IOM Missions and IOM Programs especially USRAP) and staff grievances in order to identify short-comings and risks.
  3. Monitor, track and record fraud/grievance reporting mechanisms on a daily basis.
  4. Draft and update internal instructions, policies and guidelines and Standard Operating Procedures (SOPs) (especially for the USRAP) to ensure internal compliance with fraud and grievance reporting requirements.
  5. Develop specific training and train staff on IOM Standards of Conduct, ethics, confidentiality and the treatment of beneficiaries.
  6. Liaise regularly with the Missions to assess their needs for additional and refresher training.
  7. Collaborate with various units (including OIG, Risk Management Office, RMM and RSC Management) on development of new and innovative ways for fraud and risk identification and malfeasance mitigation.
  8. Preparing reports of activities and assisting in preparing trends and analysis from the ECO
database.
  1. Undertake duty travel as required to conduct training on IOM Standards of Conduct, USRAP Ethics & Integrity and/or other related subjects.
  2. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Law, Criminology, Ethics, Investigation or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Strong business knowledge of resettlement programs (preferably USRAP) including case processing, health assessment and operation/movement protocols;
• Professional experience with administrative tribunals or certification as fraud examiner is an advantage;
• Experience dealing with misconducts in an international setting;
• Experience with or knowledge of WRAPS system a major advantage;
• Good knowledge of administrative law;
• Experience in fraud identification and prevention or risk assessment and mitigation;
• Demonstrated experience in training and managing heavy and diverse workload;
• Ability to analyze legal issues in an organizational context.
Languages
Fluency in English is required. Working knowledge of Spanish and/or French is an advantage.

Internationally recruited professional staff are required to be mobile.
