CMLAP Senior Governance Specialist

Project Profile Palladium has recently been awarded a cooperative agreement to implement the USAID County Measurement, Learning and Accountability Program (CMLAP) in Kenya. The purpose of this activity is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development and decision making. This activity will focus its support in the following HIV, malaria and MNCH focal counties of Homabay, Migori, Kisii, Kakamega, Busia, Vihiga, Bungoma, and Kisumu.
A 25-person team will be recruited to work in Kisumu to achieve the project results. Palladium is recruiting 21 staff and Plan 4 staff. The team will be led by a Chief of Party also based in Kisumu. Palladium staff in Nairobi and our international offices will provide routine technical and administrative support and assistance.
Position Summary The Senior Governance Specialist will report to the Deputy Chief of Party and will be responsible for leading Output Area 1 - increased leadership and management capacity of county governments for effective outcome measurements, learning, and accountability systems. S/he will oversee the policy level work for MLA strengthening, the work to strengthen MLA governance structures and financing, and collaboration with the Kenya School of Government (KSG). S/he will be responsible for ensuring appropriate stakeholder engagement at the county level and work to support the implementation of county plans to strengthen policies, systems, and governance structures for outcome measurement and MLA system strengthening. The position is based in Kisumu, Kenya. No expatriate or relocation benefits are associated with the position.
Key Responsibilities Provide technical assistance and support to the county leadership, primarily the CHMT and CDOH but also other elected and executive Government of Kenya (GOK), civil society, and other health system actors to support improved health governance and leadership for effective MLA in counties and sub-counties. More specifically, s/he will:
  • Develop stewardship capacity in health at county and sub-county level.
  • Provide technical advice on legislation, oversight, and accountability frameworks for health.
  • Support stakeholder engagement and collaboration to strengthening and institutionalize learning and accountability systems.
  • Assist the GOK to implement and institutionalize the new health policy framework and other policy documents that govern health information and MLA systems strengthening.
  • Work with stakeholders to rationalize the devolution of authority for health information systems to counties. This may include harmonizing organizational relationships and human resource systems between/among pre-devolution municipal and national health systems.
  • Work to link county level health planning and budgeting with MLA systems. Orient decision makers to data sources and build demand for quality MLA data. Facilitate the development of data-informed CIDPs.
  • Support CHMTs, M&E technical working grouops and other leadership groups to implement MLA strengthening work plans.
  • Promote the integration of governance, health financing, health MLA, and other county health systems operations.
  • Identify practical approaches to apply governance improvement methodologies to the county health sector, particularly those related to accountability, transparency, citizen engagement, stewardship, and policy development.
  • Provide technical expertise and leadership to county leadership - CHMT, CDOH, Members of County Assemblies, other public and private stakeholders -- that enable them to understand policy options and strategies for improving health governance, especially concerning new/evolving devolution roles, responsibilities, and relationships.

Educational background and Experience
  • Master's Degree or higher in public health, economics, public policy, or a related technical degree.
  • Minimum of 5 -7 years of experience in applied health governance supporting decentralization or legislative reform efforts in East Africa and/or Kenya (including increased transparency, accountability, and citizen participation in systems monitoring and performance).
  • Prior experience working with USAID-funded programs is highly desired.
  • Demonstrated success providing technical assistance to national and sub-national government counterparts and civil society organizations.
  • Demonstrated strength and experience providing technical assistance and writing technical reports.
  • Proven ability to work collaboratively and build consensus across diverse set of stakeholders.
  • Experience in client relationship management, reporting, program work planning, program budgeting and financial management, and program implementation, as related to international project implementation is preferred.
  • Written and oral fluency in English and Swahili is required.
