Context
Oxfam has been in Kenya for over 50 years. It has recently initiated a process to develop a new 5 year strategy for the country programme; one that reflects a significant change in the organisation’s ways of working, away from large-scale direct implementation towards bringing change at scale by empowerment of citizens and influencing others.
In order to ensure the 5 year strategy best responds to the context and the reality of poverty and marginalisation in Kenya, the organisation requires a sound analysis of the external context.
The overall purpose
To assist Oxfam Kenya in the production of a 5 year strategic plan through a sound understanding of the changing external context.
Summary
The consultant will build on Oxfam’s existing context analysis to analyse Kenya’s social, political, environmental, economic and technological context using secondary data and interviews. The analysis will focus on the underlying causes of poverty in Kenya. This will be based on a thorough power analysis and a deep understanding of relevant major trends in the country. The analysis will also explore the significant drivers of poverty and vulnerability for women and girls. It will outline opportunities as well as challenges within the Kenyan context. The analysis will be presented as draft report that will be shared with Oxfam’s management and staff in a validation workshop that will be led by the consultant. The consultant will then finalise the report.
Methodology
- Liaise with Country Director to discuss terms of reference.
- Read Oxfam background documents (Oxfam International Strategic plan, Oxfam Kenya current Strategic Plan and Contextual Analysis, policy documents and Kenya Vision)
- Desk review of third party contextual analysis
- Interviews with Oxfam’s thematic and geographic leads
- Interviews with respected third parties from Government, Private Sector, Civil Society and donors who can offer insights into the Kenyan context.
- Produce draft 15 page Context Analysis with 3 page executive summary
- Facilitate validation workshop
- Produce final Context Analysis
Expected outputs
- Context Analysis Report
This will include the following sections with executive summary not to exceed 3 pages and full report not to exceed 15 pages (excluding any annexes):
a) Executive Summary – A clear, prioritised summary of the main findings (3 pages max)
b) Context Analysis - A section that describes the key factors affecting Kenya’s development
c) Trend Analysis: A section that tracks and predicts long term and emerging critical trends within and affecting the humanitarian and development sectors in Kenya. E.g. Donor trends, Civil Society space, citizen engagement, demographic trends, etc
d) Power Analysis - A section that describes the power holders within the social (cultural), political and economic contexts, both formal and informal, and how they affect the social outcomes of the country.
e) Gender Analysis: A section on the Gender context of Kenya which responds to the focus areas outlined above.
- Validation session
Presentation of key findings in validation session prior to Oxfam’s Strategic Planning workshop, the output of which will be used by the consultant to revise the report.
- Workshop presentation
The consultant may be asked to present highlights of the report to a wider group during Oxfam’s Strategic Planning workshop.

Management
· Oxfam will provide transport and other logistical support when appropriate
· Consultant will report to the Country Director and work with department leads
Minimum Requirements
· A sound understanding of Kenya’s social, political and economic environments, including the theory and practice of recent devolution.
· Proven ability in Power and Gender analysis.
· Proven delivery of similar analysis for other institutions
· Familiarity with the aid sector
· Understanding of the Rights Based Approach and Influencing,
· Competence in guiding strategic planning processes.
· The consultant must have strong English
· Excellent writing skills
