The UNEP Programme Manual which explains UNEP’s operations related to programme and project management was last updated in 2013. As the Organization continues to undergo reforms and implement changes to achieve Results Based Management, the Programme Manual needs to be updated and further developed.
UNEP Programme Manual (hereafter referred as the Manual) requires a thorough reviewing, updating, further development and editing in order to remain a useful source of information for programme/project management. The next version of the Manual needs to incorporate up-to-date operational details and explain the business rules and administrative procedures inclusive of respective templates that were not available by the time the 2013 version was launched.
Quality Assurance Section (QAS) in the Office for Operations hence requires support in, reviewing, updating, editing and further developing the Manual as such a comprehensive assignment cannot be done as part of a QAS regular workload. Furthermore, QAS is currently developing a RBM on-line training course for UNEP staff. There is a need synchronize the content and language in the UNEP Programme Manual and in the training course.
Objective: High quality, reader friendly and attractive UNEP Programme Manual inclusive of up-to-date operational details and synchronised with RBM on-line training materials and used as a self-paced capacity building/learning material for programme/project management.
In close consultation with QAS, the consultant will review, update, further develop and edit the content of the Manual to the satisfactory standards in accordance to the following output expectations:

1. Outline of the Manual
Prepare an outline document that provides a framework for reviewing, updating, further developing and editing the Manual including a detailed work plan for the assignment. The outline document includes the sources of information, background materials and the planned consultation processes for collecting and collating the information. The Manual needs to incorporate up-to-date operational details and explain the business rules and administrative procedures inclusive of respective templates necessary for programme and project management.
2. First draft of the Manual
• Collect and collate background information from internal and external sources
• Review, update and further develop the Manual and submit for in-house review
• Further refine and update the Manual based on the comments received through in-house consultation processes
• Cross-reference the Manual with the Results Based Management Online Training content in order to have the two capacity building/learning tools compatible with each other. Where necessary make suggestions for adjustments in the online modules.
3. Second draft of the Manual
• Finalize the Manual based on the OfO/QAS review and advise
• Design the Manual’s visual presentation and layout in order to present the information in a manner that is attractive to a reader.
• Cross-reference the Manual with the Results Based Management Online Training content and visuals in order to have the two capacity building/learning tools compatible with each other. Where necessary make suggestions for adjustments in the online modules.
4. Final draft of the Manual
• Finalize the Manual based on final comments provided by OfO/QAS to the point where it is ready to be used as a self-paced capacity building/learning material
• Undertake editing, proof reading and layout of the Manual;
• Make recommendations for further use and application of the Manual;
Performance indicators:
• By 5 December 2014, the Outline document of the Manual is developed and approved by QAS
• By 6 February 2015, the First Draft of the Manual is reviewed through in-house consultation process
• By 20 February 2015, the First Draft of the Manual is developed and updated based on the feedback received through a consultation process
• By 2 March 2015 the Second Draft of the Manual with proposal for layout is presented for review of OfO/QAS
• By 13 March 2015 the Final Draft is submitted to OfO/QAS final review.
• By 20 March 2015 the Manual is launched.
