Child Protection Information Management Consultant: South Sudan Sub Regional Emergency

Background and Justification
Current Situation
Since conflict erupted in South Sudan in mid-December 2013, there have been significant outflows of unaccompanied and separated children (UASC) to neighbouring countries. The precise number of UASCs in South Sudan and neighbouring countries remains uncertain. This is due to generally poor or subjective analysis, many children’s rapidly changing status, fluid movement between South Sudan and neighbouring countries, and databases not being updated or updated at different times leading to varying figures. At the time of writing there are more than 35, 000 UASC children including those within South Sudan and surrounding countries.
In order to improve information sharing on UASC, and by extension the quality and efficiency of services to trace and reunify children, a Regional Information Sharing Protocol (RISP) has been agreed by UNHCR, UNICEF and key partners including Save the Children (June 2014). The operationalization of the RISP will be underpinned by the establishment of a Regional Child Protection Information Management System (CPIMS) data base to be housed at Save the Children on behalf of all agencies concerned.
Justification
UNICEF ESARO has entered into a multi - dimensional partnership with Save the Children regional office for 2015. This includes the operationalization of the RISP with commitment from UNICEF to provide technical assistance and quality assurance to Save the Children in implementing the RISP. This support is critical to ensure the propulsion of this nascent initiative, and vital to mitigate against risk factors such as limited partner capacity. Analysis suggests that bolstering partner capacity at this juncture may also be the most cost effective option in the longer term.
UNICEF commitments toward operationalization of the RISP are aligned with ESARO accountability, reflected in the regional AWP (Global Public Goods 1.6): Coordination for multi-country programming strengthened / Provide regional expert technical advice and capacity building on information management systems for FTR and Case management including CPIMS. By corollary commitments are reflected in the regional agreement between UNHCR and UNICEF ESARO which have been cemented through discussions between ESARO Regional Director and UNHCR refugee coordinator for the South Sudan situation held in May 2015.
Proposed Approach
Given ongoing needs for information management systems (IMS) expertise and need for sustainability, the consultant will mentor and train identified staff at regional level and in each of the affected countries. This will include designated staff within Save the Children regional office. In instances where CPIMS is not utilized, same services will be provided with existing IMS systems. Training modules developed will be made available regionally. Linkages will be made with global initiatives such as the development of next generation CPIMS (PRIMERO)
Expected Benefits:
  1. Increased effectiveness and timeliness of tracing children reported as missing in South Sudan
  2. Increased ability to track and provide targeted services for the highest risk child protection cases including UASC in surrounding countries
  3. Reduced workload/efficiency gain for South Sudan by rapidly identifying children who have left the country and removing them from in country case load
  4. Real time field based evidence to input into the global development of the next generation CPIMS named PRIMERO
Scope of Work
Key deliverables will include:
  1. Development and delivery of a mentoring and capacity building program for nominated focal points in CPIMS in all surrounding countries as well as South Sudan.
  2. Technical assistance toward the Instigation of a cross border information sharing mechanism for UASC between South Sudan and neighbouring countries
  3. Support the generation of period statistical reports on trends and services delivered
  4. Provide feedback toward global development of the next generation of CPIMS (PRIMERO)

Mechanism (Dashboard) to track IDTR progress at country and regional level including accuracy of regional data exchange on UASC

Desired competencies, technical background and experience
Competencies and skills
  1. Professional and technical expert on the care and protection of children with a good understanding of systems for the identification and documentation of vulnerable children and case management practices.
  2. Expert understanding of Child Protection Information Management Systems essential. Experience in setting up such systems in refugee contexts is desirable.
  3. Flexibility to work in difficult and insecure field environments for extended periods.
Education/Experience
  1. Master Degree or equivalent in Social Sciences or IT.
  2. Experience and familiarity with multi partner or inter-agency coordination forum. At least seven years’ experience in setting up or administering a system for the identification and documentation of vulnerable children, ideally CPIMS.
  3. Strong IT and management skills including programming
  4. Experience in coaching staff at field level
Administrative Issues
The Consultant will work under the direct supervision and guidance of UNICEF ESARO Child Protection Section. She or he will report to Child Protection Specialist in Emergencies.
The Consultant will be provided with oversight from the UNICEF-ESARO who will conduct all liaison for mission planning with country offices. Timing for visits and planning will be negotiated at country level via UNICEF country offices. Correspondence on schedules will be shared with UNHCR and implementing partners (Save the Children and LWF) at regional level for their information.
Conditions
UN DSA rates for subsistence and accommodation apply at all times. Air travel is by most economical fare and reimbursement AS PER UNICEF POLICY; Consultant to complete Waiver for Non-Staff issued with travel authorization in accordance with UNICEF Financial and Administrative Policy 5, Supplement 4 (B.2):
Non-UNICEF staff (including individual consultants) issued with UNICEF Travel Authorization are not covered by the insurance which automatically applies to UNICEF staff, and are fully responsible for arranging their own insurance cover.
As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The selected Consultant will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
Risks
The major risk is that due to insecurity in field locations the consultant will not be able to travel to site. This will be mitigated by prioritizing locations where security is best, first in order.
Expected start date: 15 September, 2015
Duration of consultancy: 6 months.
