Background:
The Food, Income, and Markets Programme established an operations research project in 2010 to define and test indicators of humanitarian crisis in urban informal settlements. This was borne out of the need to monitor conditions in urban slums and be able to identify and target populations in crisis with humanitarian support. The first three years of the project collected extensive evidence for the performance of various indicators and resulted in an indicator framework which the project is now seeking to operationalize and scale-up in major urban centres.
Job Summary:

The first four years of the project has collected extensive evidence for the performance of various indicators and resulted in an indicator framework which the project is now seeking to operationalize and scale-up in major urban centers. Research and analytical outputs have been developed over the past year as well.
The role of the FIM Urban Programme Manager will now focus on upstream and advocacy aspects in the implementation as the project looks to be mainstreamed as part of a long-term surveillance framework to monitor and respond to slow-onset urban emergencies. As partnerships with key organizations are essential to this process, the Programme Manager will manage and coordinate these partnerships in order to achieve the desired long-term objectives.
Main Duties & Responsibilities:
Project Management Responsibilities
· Directly manage a dedicated team of three Concern staff members
· Manage team work plans and reporting
· Manage donor reporting and project budgets
· Work with other partners to adopt and test surveillance framework to create an urban surveillance system and provide technical support to these partners across Kenya.
Advocacy Responsibilities
· Document findings and learning for dissemination
· Work with Nairobi County and Sub-County Disaster Management Committees, to share recent data and build capacity on coordinating and responding to slow-onset urban emergencies.
· Co-chair the technical working group on assessment and measurement under the Urban Vulnerability Forum (or other relevant urban coordination entities) taking a leadership role in coordination, partnership building, and raising the profile of the project.
· Manage partnerships with Kenya Red Cross Society, Oxfam GB Kenya and World Vision Kenya. Regularly update them on operational progress as well as upstream and advocacy outputs.
Capacity Building
· Oversee trainings and capacity building for data collection as well as any outlined capacities within partner organizations
· Build the capacity of the relevant staff within the FIM Programme aimed at enriching and directing the urban programme, including informing learning documents
· Undertake any other duties as may be assigned by the Programme Coordinator
Responding to Emergencies:
· Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
· Comply with Concern’s health, safety and security guidelines during emergencies

Job Specification:
A Masters Degree in Humanitarian/Development Studies, Public Health, Nutrition, Biostatistics, Food Security or relevant field
· Experience working with government and Partners on urban advocacy issues in an urban slum environment in an early warning/surveillance context. Experience with donor reporting, especially USAID/OFDA
· Proficiency in data gathering technologies and statistical software (SPSS, Stata or R), GIS mapping and related computer applications. Experience with Open Data Kit (ODK), Epi-Info, or similar system is preferred
· Proven competency in ethical principles of research, statistical analysis and complex survey design and analysis
· Excellent analytical, conceptual, coordination, planning, negotiation, presentation, reporting, communication and team leadership skills
· Fluent in both spoken and written English and Kiswahili
