IDLO seeks a Procurement Expert/Trainer to perform the following outputs:
- Undertake procurement capacity assessments of at least the top five ministries with the highest public procurement expenditure levels, analyzing their existing capacities in order to identify any capacity assets, gaps and needs. The findings of the assessment will inform the capacity development response and methodology IDLO will develop for these ministries to strengthen their institutional capacity to be able to better administer procurement in an effective and transparent way.
- Produce a detailed Procurement Capacity Assessment Report for each ministry, identifying key capacities that already exist and additional capacities that need strengthening in the field of public procurement. The final Report will be presented to the Somali Federal Ministry of Finance for action
- Provide basic training on the principles of successfully operating a public procurement operation and public participation mechanisms in public procurement to 20 participants from the FGS, government oversight and integrity bodies and select CSOs.
- Undertake needs assessment and provide specialized training to Ministry of Finance Directorate of Public Procurement and procurement staff trained under Phase I of the Project. The Procurement Expert Trainer is expected to undertake follow-up capacity development needs assessment and to provide specialized procurement training based on the areas of support identified in the needs assessment.
Expected final products/ deliverables
- Procurement capacity assessment of the top five ministries with the highest public procurement expenditure levels undertaken to identify institutional capacity to administer procurement in an effective and transparent way
- Detailed capacity assessment report for each ministry produced
- 20 participants from government ministries, integrity and oversight bodies and CSOs trained on basic public procurement principles and public participation mechanisms in public procurement processes (includes training material preparations)
- Needs assessment and specialized training provided to Ministry of Finance Directorate of Public Procurement and the eight procurement staff trained under Phase I of the Project
IDEAL CANDIDATE
Education
- Advanced university degree in business administration or similar field.
Experience
- At least eight years of professional experience in all areas of procurement including in an international setting.
Technical Competencies
- Substantive knowledge and expertise in procurement policies and procedures.
- Experience conducting workshops and training activities involving a diverse group of participants.
Language
- Fluency in English is required.
