Assistant Security Officer

Position Title: Assistant Security Officer
Grade Level: SC 8
Contract Type: Service Contract - NPP
Duty Station: Nairobi
Organizational Unit: FAO Representation Office in Kenya
Duration: 6 months with possibility of extension

GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED
Under the direct authority and responsibility of the FAO Representative in Kenya, the direct supervision of the FAO FSO and under the functional supervision of the CSDU Field Security Focal Point, the incumbent is responsible for the following duties:
  • Safety and security of all FAO staff, eligible dependants, eligible partners and contractors, resources, assets, facilities, programmes and projects. In addition, the ASO will contribute to efficient and effective programme and project delivery through incorporating appropriate and context-specific security considerations and ensuring full and effective compliance with United Nations security management policies, procedures and regulations for Kenya;
  • The primary objective of the deployment of the ASO is to advise on the protection of, and minimizing the risk to, FAO staff, eligible dependents, property and operations in all locations within Kenya. This will be achieved through: advising that FAO security support is fully incorporated into the programming process at the country office level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation; Strengthening the security arrangements of FAO and coordinating with international and national security personnel.
  • Participate in an observer capacity in the Nairobi SMT when designated by the FSO and provide all necessary assistance to the FAOR and FAO FSO on security-related matters in Kenya;
  • Advise the FAOR on particular security-related concerns of his/her organization;
  • Keep abreast of the security environment in Kenya, and provide timely and accurate security advice to the FAOR and FSO, including information regarding compliance with United Nations security;
  • Implement policies, practices and procedures on security-related matters;
  • Ensure that security-related issues, including security support and security risk management, are fully incorporated and integrated into all levels of FAO operational activities in Kenya and contribute to increased operational output;
  • Strengthen the security arrangements of FAO facilities by professional security and contingency planning, and in close cooperation with UNDSS coordinate 24/7 response to all security-related incidents involving FAO staff and assets in his/her AOR;
  • Ensure the best protection of FAO staff, assets and facilities in accordance with UN Security Management Policy and Procedures;
  • Conduct periodic Minimum Operating Security Standards/Minimum Operating Residential Security Standards (MOSS/MORSS) assessments of FAO facilities, missions and residences and provide advice on shortfalls with recommended improvements and solutions;
  • Maintain close security coordination with UNDSS Kenya, and with security focal points of other agencies and humanitarian partners as well as ensure appropriate professional liaison of security matters with local authorities responsible for security.
  • Provide FAO staff, particularly external missions, with security briefings, situation reports and other appropriate security-related information and training.
  • Report immediately all security-related incidents involving FAO staff and assets to the FSO or directly to the FAOR in his absence, and provide written weekly security updates to the FAOR and FSO;
  • Undertake field security missions to FAO operations in the AOR as required by the FAOR and/or FSO, to conduct security assessments to determine the level of risk to FAO operations, and based on those risks identify and implement appropriate risk mitigation measures;
  • In charge of the direct supervision of Security equipment and personnel, including inventory, extended training and performance of security contractors, guards and security escorts personnel. This includes Security guards and driver;
  • Oversight of FAO personnel and equipment for MOSS compliance.
  • Ensure that Country Office management is briefed sufficiently on security requirements in order to take decisions and provide adequate resources so that staff members are provided with; and proficient in the use of, safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field.
  • In coordination with UNDSS Nairobi and in country, establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders.
  • Encourage an exchange of information relative to risk management for FAO programme implementation.
  • Participate in inter-agency security coordination efforts as required by the FSO.
  • Perform any other related duties as required.
MINIMUM REQUIREMENTS
Academic Qualifications:
  • University degree in Psychology, Sociology, Security Management
  • Advanced training in conflict management will be an added advantage
Technical Competencies and Experience Requirements:
  • Minimum 5 years’ experience in the Military/Police Services
  • At least 2 years of UN/INGO experience in Security Management in conflict or post conflict environment.
  • Good understanding of the Kenya threat environment and security related challenges faced by the humanitarian organizations in Kenya
  • Fluency in English, Kiswahili
  • Good computer skills
  • Specific experience/training in Communications equipment operation, including VHF/HF/SAT/ Other; First Aid; Operation of Security screening equipment;
  • Valid driving license;
