Purpose of the Position: This position provides leadership and support to all CWS emergency response and Disaster Risk Reduction projects and programs in Kenya and the region. The position is also responsible for leading and maintaining emergency and DRR relationships with key forums including the Government of Kenya National Drought Management Authority, the Kenya and Regional ACT Forum and FEWSNET as well the interface between CWS and the United Nations.
Supervision:
This position supervises the current Tanzania Emergency Coordinator as well as all future emergency responses in Africa. The Regional Emergency Response & Disaster Risk Reduction Program Coordinator reports directly to the Regional Representative.
Specific Responsibilities
- Develop and maintain good relationships with all CWS Partners in the region.
- Serve as the CWS Africa focal point for the Kenya ACT forum and assist the Regional Representative in managing and supporting the new ACT Alliance Regional Forum.
- Participate in AACC and ecumenical meetings, consortiums, and working groups related to emergency and Disaster Risk Reduction planning and response as needed.
- Design and monitor food security, disaster and emergency response programs and needs in affected communities throughout east Africa; use early warning information for adequate preparedness and mobilization of resources including pre-positioning of items as anticipated.
- Facilitate rapid appraisal of disaster and emergency situations and provide concise reporting and recommendations for CWS leadership.
- In consultation with the Regional Representative, formulate emergency response strategy for CWS and support overall mainstreaming of disaster risk mitigation and adaptation strategies in all CWS programs in consultation with other program staff.
- Ensure participation from key stakeholders in the design, implementation and monitoring of CWS supported emergency response and recovery interventions.
- Ensure CWS supported emergency response and recovery projects adhere to the conditions stipulated in humanitarian codes (BBR, SPHERE, ICRC Code of Conduct, ACT Code of Conduct).
- Ensure proposed recovery interventions reflect the benefitting communities’ felt needs and are effectively integrated into ongoing, development activities in project areas.
- Provide guidance and input in Regional Strategy Plan updates.
- Identify and explore new funding opportunities to expand DRR program/project activities in the east Africa Region.
- Promote the positive image of CWS, ensuring visibility and recognition among relevant stakeholders.
- Perform other duties that may be assigned by the Regional Representative to enhance an efficient and effective delivery of services and support to our partners.
Education:
- Bachelor’s Degree or equivalent in a related field required. Key areas of study include emergency management, disaster risk reduction, dryland studies, community development and international relations.
· Master’s degree preferred.
Experience:
- Five years of development experience within the NGO community is required.
- Three years of direct supervisory experience is required
- Eight years of work experience if there is no Degree required.
- Emergency response field experience required.
- Disaster Risk Reduction proposal development and project implementation experience required.
- Extensive knowledge of humanitarian charters and codes of conduct in emergency situations.
- Proven ability to successfully work with ecumenical partners.
- Knowledge/experience working with and/or managing public donor funds including USAID, OFDA, DFID, EU and UN advantageous.
Knowledge/Skills:
- Familiar with program cycle management approaches and tools – including participatory planning, monitoring and evaluation
- Good knowledge of approaches to emergency relief and development and humanitarian programs including community resilience building
- Proven rapid needs assessment skills
- Networking and alliance building skills
- Training and facilitation skills
- Project reporting to medium and major institutional donors including large scale programs
- Analytical skills of program and institutional factors with cross-functional implications and risk assessment.
- Data processing using Statistical Package for Social Science (SPSS)

Abilities:

Working Conditions
Physical: This position requires bending, squatting, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.
Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.
Special Requirements
A Certificate of Good Conduct is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work in Kenya. Must have proof of Yellow Fever vaccination before traveling for CWS Africa. Employee will be entrusted with the receipt, custody and payment of money.
