Rapid Response and Forensics Job in Kenya

  • The Independent Policing Oversight Authority (IPOA) is a state Authority created under an Act of Parliament No.35 of 2011, which provides for civilian oversight over the work of the police.IPOA is mandated to hold the police accountable to the public in the performance of their functions.
    The Authority wishes to recruit a results oriented Kenyan citizen with drive, vision and creativity to fill position below:
    Head, Rapid Response and Forensics
    IPOA Grade 3

    Reports to Director, Investigations
    Major duties and responsibilities:
  • Planning and leading the forensic aspect of investigations including exhibits handling and forensic examination, guiding and supporting Investigation Officers, analyzing evidence and information on forensics to support investigations in accordance with the Act, regulations and policies;
  • Contributing to formulation and development of, and implementing strategies, policies, manuals, plans, standards and procedures pertaining to forensic investigations and rapid response;
  • Supervising and coordinating the prosecution process in Court; including administration functions involving IPOA with regard to prosecution, supporting investigators on matters of prosecution in liaison with the Authority's prosecutor, Office of the Director of Public Prosecutions and legal officers as appropriate;
  • Reviewing and auditing all investigations in relation to forensics and rapid response; Identifying and documenting gaps in processes and systems and recommending corrective action;
  • Supervising, appraising, training and developing staff in the Department in collaboration with the Head of Investigations Operations;
  • Preparing, monitoring and reporting on the Directorate’s annual work plan, budget and strategic plan in consultation with the HOI – Operations;
  • Preparing detailed periodic internal and statutory reports in consultation with the HOI – Operations,
  • Receiving, assessing and recording all new investigation cases; Liaising directly with the Case intake Committee in conjunction with the HOI- Operations;
  • Coordinating and managing arrangement of field investigations, vehicles, travel and accommodation arrangements, auditing and keeping records of investigation equipment and requirements for the Directorate;
  • Ensuring effective communication internally and externally with stakeholders, complainants, victims, and that all parties are informed of updates, ongoing enquiries and any decisions made; Supervising document management and updates of all investigations for internal case tracking system on hard files and electronically;
  • Leading and conducting investigations into high priority and complex cases;
  • Taking charge of the Directorate in the absence of the Director as and when assigned; and
  • Any other administrative and operational duties as assigned by the Director of Investigations from time to time.Profile:
  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.Required functional skills:
    For appointment to this grade, an officer must have:
  • A Bachelor’s degree in any of the following disciplines:- Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution; and
  • A Master’s degree in any of the following disciplines:- Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution will be an added advantage;
  • Served for a minimum period of twelve (12) years in investigations or a comparable and relevant position of which three (3) must have been in an investigations management position including supervising teams, in an investigation agency in the Public Service or Private Sector;
  • Qualified forensic examiner with experience in Forensic Investigation;
  • Shown merit and ability as reflected in work performance and results; and
  • Registered with a relevant professional body; and
  • Excellent knowledge of relevant computer software and applications.Required behavioral skills:
  • A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Strong managerial skills, including motivating, developing, coaching and leading teams;
  • Demonstrate high ethical standards;
  • Demonstrate experience in result based strategic planning, monitoring and evaluation as well as financial management skills;Additional Information
