CWS RSC Africa
The Resettlement Support Center (CWS RSC Africa) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. CWS RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. CWS RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya.

Primary Purpose
The Program Integrity Specialist is responsible for assisting in the implementation of the Program Integrity Guidelines and Internal Malfeasance Prevention and Mitigation Measures. This position acts as the focal point for all fraud and malfeasance mitigation, prevention, investigation, record keeping, training and education for CWS RSC Africa staff.
Supervision
This position reports to the CWS RSC Director.
Essential Duties
  1. Develop and train staff on fraud, ethics, confidentiality and the treatment of refugee records through bi-annual department trainings and new hire orientations.
  2. Facilitate fraud and malfeasance investigations in coordination with the RSC Director, Deputy Directors and Human Resource Manager as appropriate.
  3. Monitor and track fraud reporting mechanisms on a daily basis.
  4. Oversee compliance with requirements as specified through the Cooperative Agreement, Program Integrity Guidelines, and RSC Internal Malfeasance Prevention and Mitigation Measures.
  5. Draft and maintain Standard Operating Procedures (SOPs) to ensure internal compliance with fraud and malfeasance mitigation guidelines and investigation/reporting requirements.
  6. Work with the Deputy Director for Operations and the Public Information Manager to assure compliance with refugee communication guidelines.
  7. Collaborate with the Deputy Director for Administration and the Information Technology Manager to assure internal IT controls are sufficient and surpass guidelines for the security of WRAPS and electronic data.
  8. Coordinate with Senior Management and the Leadership Team development of new and innovative ways for fraud and malfeasance mitigation.
  9. Conduct regular, independent review and analysis of local, national and international program integrity related matters in order to inform the future program integrity strategy and operations.
  10. Serve as main focal point for organizational registration responsibilities, including but not limited to:
  11. Review and update, as necessary, existing organizational registration requirements to ensure compliance with pertinent government laws and regulations.
  12. Research organizational registration requirements in the countries the organization plans to expand its operations to. Collaborate with the RSC Director, Corporate Center and other departments and units in preparing and submitting necessary legal paperwork for registration of the organization, and lead necessary follow up and coordination between Corporate Center, Nairobi office and country location.
  13. On occasion, travel to the sub-office, satellite office, ESL, or operations or cultural orientation circuit ride locations to conduct Program Integrity monitoring field visits.
Qualifications
Education:
Bachelor’s Degree in Criminology, Business Management or a related field or the equivalent combination of education, technical certifications or training, or work experience.
Industry standard certifications preferred but not required, such as Certified Fraud Examiner (CFE) or Certified Protection Professional (CPP).
Experience:
Three years of related experience is required, five years preferred.
At least one year of US Refugee Admissions Program experience preferred.
Knowledge/Skills:
  • Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook).
  • Excellent verbal and written communication skills.
  • Strong analytical and problem solving skills.
  • Working knowledge of WRAPS highly desirable. Knowledge of the US Refugee Admissions Program strongly preferred.
  • Experience living and working overseas.
Abilities:
The Program Integrity Specialist must have the ability to:
  • travel extensively throughout the regions, sometimes on short notice and under difficult conditions;

  • actively participate in the implementation of the U.S. Refugee Admissions Program (USRAP).
Working Conditions
Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/ pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting light loads up to 25 kg.
Environmental: Incumbents in this position might be exposed to travel to remote locations.
The US Embassy rates Kenya as both HIGH in crime and HIGH in terrorism. Incumbents should fully understand the insecurities present within Kenya and the region.
Special Requirements
The candidate must be a US Citizen. Background check which includes references and an educational criminal check is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel. Must be legally eligible to work and obtain a work permit in Kenya. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.
Licensing/Certification
Certified Fraud Examiner (CFE) or Certified Protection Professional (CPP) preferred.
