Partnerships and Resource Mobilization Officer

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).
The Africa Regional Office is organized in Country Cluster Technical Support Teams (CCTST) covering the National Societies in Eastern Africa and Indian Ocean Islands, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Liberia, Sierra Leone, Guinea and Central Africa. The Eastern Africa and Indian Ocean Islands (EAIOI) Country Cluster office will support 12 (Kenya, Uganda, Ethiopia, Tanzania, Djibouti, Eritrea, Rwanda, Burundi, Madagascar, Comoros, Mauritius and Seychelles ) countries in the EAIOI region from Nairobi, Kenya.
EAIOI region is characterized by the complexity of slow and fast onset emergencies, with some of the worst humanitarian statistics in the world, the term complex emergencies was coined within Eastern Africa. In 2010/11 the crisis in the Horn of Africa has been cited as the most severe crisis in the last century. More than 13 million have been quoted as effected, with a mixture of natural and man-made causes.
Job purpose
Reporting to Head of Cluster, EAIOI, the Partnerships and Resource Development Officer is a member of the Africa Region Partnerships and Resource Development team and is responsible to; 1) Coordinate and facilitate partnerships across the Country Cluster and manage relationships with external and internal partners. 2) Strengthen capacities of National Societies in partnerships and resource development and 3) Mobilise resources for IFRC Secretariat’s emergency and operational plans.
The Partnerships and Development Officer works closely with the Cluster Finance Unit, Planning, Monitoring, Evaluation & Reporting Unit, as well as with Operations and Programme Managers.
Job duties and responsibilities
1. Partnerships and Relations Management
  • Establish and strengthen strategic partnerships across different income streams, including the following:
  • Partner National Societies – with a Federation-wide approach, including multilateral and bilateral partners, and including those within the region;
  • Government partnerships - in cooperation with respective partner National Societies;
  • European Union - including DG ECHO, DG Devco and other EU institutions;
  • Multilateral and financial institutions partnerships - including African Development Bank, World Bank, UN agencies etc.; and
  • Private sector partnerships - including global corporate partnerships and partnerships with foundations in the region.
  • Establish and maintain strong relations with key donors which includes analysing key trends in individual donor policies and priorities and support the match between IFRC EAIOI priorities and donor priorities;
Ensure the management of all information/data related to partnerships/funding in EAIOI CCTST is kept fully up to date in the IFRC’s CRM system
· Serve as a key advisor, representative and interlocutor with Governments, donor organizations and other key stakeholders.in harnessing and strengthening strategic partnerships and resource development representing the interests of EAIOI CCTST.
  • Determine the partnerships landscape to ensure optimal win-win partnerships for IFRC EAIOI CCTST
  • Identify and mobilize key strategic partnerships to enhance impact and influence IFRC EAIOI CCTST strategic priorities;
2. Participates and contributes to the implementation of the Africa Region Partnership and Resource Development plan on achievement of the following results:
· Work with the Africa Region PRD team to proactively identify, research and contribute in developing new strategies and partnerships frameworks for targeted income streams.
· Follow up on the EAIOI CCTST pipeline and partnership management plan
· Contribute towards the development and implementation of the EAIOI CCTST PRD plans linking with the Regional and Global plans.
· Assess CCTST opportunities for resource mobilization and identification of emerging sources of funding and mapping of current and potential donors and partners.
· Inputs to and update of outreach/publicity material geared towards partners and donors.
· Contribute to the monthly and quarterly management reporting
  1. Strengthening EAIOI CCTST National Societies’ capacities in partnerships and resource development:
Coordinate/facilitate/support the provision of expertise and tools to National Societies in the region, to enable them to develop fundraising strategies, and to develop their capacities in creating viable partnerships and enhanced domestic resource development work, so that each National Society is able to diversify and maximize its funding opportunities, through different income streams, including government and private funding.
Facilitate knowledge sharing of resource development expertise amongst National Societies in the EAIOI CCTST and link to the regional fundraising network (Africa Fundraisers Network)
4. Resource mobilization for IFRC’s Emergency Appeals and Operational Plans in EAIOI CCTSToffice:
· Aim to increase coverage rates for IFRC’s emergency appeals and operational plans in EAIOI CCTST cluster office to reach 100 % coverage, maintaining an overview of the funding situation of all emergency appeals and operational plans, continuously identifying gaps in funding and funding priorities/opportunities.
· Emergency appeals: take the lead in coordination of resource mobilization including partner/donor outreach, ensuring regular sharing of information with partners, and ensuring that funding information is kept up to date on CRM.
· Operational plans: develop funding plans and ensure timely follow up with partners on all new funding opportunities, and that all funding information is kept up to date on CRM.
· Pledge management: ensure efficient processing of all pledges for emergency appeals and operational plans, according to established guidelines/procedures.
· Grants management: Working with the Senior Grants management Officer ensure all grants received through the IFRC secretariat are managed well, that all funding proposals are of good quality, and that guidelines/procedures are followed.
· Donor reporting: working with PMER to ensure that all donor reports are prepared to quality standards, compliance with agreed donor conditions/requirements, and all reporting deadlines are met
  1. Management and Coordination:
· Keep the Regional PRD Coordinator and Head of EAIOI CCTST updated on major developments in his/her scope of responsibilities.
· Provide sound management of, and technical guidance/training/support to, staff/delegates in the EAIOI CCTST ensuring that all partnerships and resource development tasks are completed in a timely manner, and providing quality assurance and accountability.
· Coordinate the collection of information, data, market research, and analysis of donor/partner trends in EAIOI CCTST, including the mapping of current and new sources of funding, ensuring information is kept up to date in CRM.
· Coordinate the dissemination of information/strategies/policies/guidelines/procedures related to partnerships and resource development to IFRC offices and National Societies in EAIOI CCTST.
· Be the focal point at the EAIOI CCTST, working with Communications, for matters related to Red Cross Red Crescent branding, including use of the Movement logo for fundraising in the context of emergencies and partnerships with global corporate partners.

Position Requirements
Education
University Degree in relevant discipline( social sciences, political science, international relations and development studies etc) A post graduate qualification is an added advantage.
Experience
Experience of working for the Red Cross/Red Crescent
4 years’ experience of working for a humanitarian aid organization in advocacy and communication- Advocacy activities directed at decision-makers such as lobbying and/or supporting lobbying of decision-makers 3 years relevant experience in fundraising and managing relations with partners/donors, including in development of fundraising strategies, and with demonstrable success in fundraising against targets with governments, corporates, multilaterals and /or major donors
Experience in facilitating training in fundraising and resource development, as well as in mentoring/coaching
Experience of managing, coaching, and supporting staff
Experience of working with political decision makers, senior civil servants, donors, NGOs and academia in relation to policy/ decision-making processes, advocacy work on international development and/or other global issues
Experience in writing policy positions/briefings and analysis on complex policy issues for political decision makers and/or senior organisational representatives Experience of acting in a senior representational role
Experience in using a Customer Relationship Management (CRM)system - Preferred
Knowledge and Skills
Proven in-depth knowledge of advocacy and policy.
Familiarity with government aid systems and that of multilateral organisations Knowledge of developing domestic fundraising, eg corporate fundraising, individual giving etc
Excellent ability to build effective relationships with a wide range of people in different organisations at a range of different levels regionally and internationally, and to represent the organisation at a high level. Able to manage both own area of work, and that of others, setting objectives and prioritising workload according to agreed schedules.
Ability to work to tight deadlines and handle multiple tasks. Ability to work in a cross-cultural and cross-functional environment.
Strong interpersonal and problem solving skills and good understanding of the global organization. Excellent communication and negotiations skills, public diplomacy and advocacy.
Excellent analytical ability – proven experience of conducting policy, power and stakeholder analysis– and verbal and written communication skills. High level of networking skills – prior experience of alliance building with other organisations on humanitarian and development issues.
Sensitivity to challenging political contexts and understanding of risk management processes. Team player, self-motivated and proactive on own initiative to set and achieve goals.
Drive for change and improvements and ability to deliver strategies in a challenging environment. Highly motivated, self-starter able to lead a process, engage others and create ownership.
Self-supporting in computers (Windows, spreadsheets, word-processing) Good understanding of challenges affecting East Africa and the Horn in particular.
Languages Fluently spoken and written English
Good command of another IFRC official language (French, Spanish or Arabic)
