TERMS OF REFERENCE
Background
The Dryland Learning and Capacity Building Initiative for improved policy and practice in the Horn of Africa (DLCI) grew out of European Commission's Humanitarian aid and Civil Protection (ECHO) project: the Regional Learning and Advocacy program (REGLAP) started in 2008 under the ECHO Disaster Risk Reduction Action Plan (DRRAP). Following an extensive strategic review and planning process, REGLAP transitioned into an independent organisation in 2014 and changed its name to DLCI to reflect its new focus on capacity building of governments and citizens on drylands resilience issues.
DLCI is registered as a Company under the Kenyan Company Act and is currently seeking registration as a NGO. In 2014, DLCI received a further grant from ECHO with a primary objective to build evidence and good practice on resilience.
The specific results are:
- Evidence based integrated approaches for resilience building in the drylands are developed and adopted in one county in Kenya.
- Integrated planning approaches are documented and disseminated for adaptation in Ethiopia, Somalia and Uganda.
- DLCI is established as an independent, respected and sustainable dryland capacity building and learning organisation.
The ECHO grant is channelled through Save the Children East Africa Regional Office. However DLCI remains fully independent in terms of strategy and operational management.
Purpose and Objectives of the Consultancy
The purpose of the consultancy is to support Save the Children in achieving result 3 (above).The primary objective of the consultancy will be to assess DLCI’s organizational framework and assist with DLCI’s organizational capacity development as a functional Not-for Profit organization.
Scope of the Consultancy
The consultant will be expected to analyse the current organizational set up, making reference to DLCI’s policies and internal controls that govern the organization; propose a working structure and set up necessary systems and structures in order for the organization to fulfil its mandate, enhance competence and sustainability. The consultant will be expected to work closely with DLCI staff, management and board of directors to achieve the expected output of the consultancy.
Key Tasks
· An organizational assessment of DLCI’s current operational framework including policies and procedures governing the organizations decisions, procedures and systems.
· Develop an inception report based on the assessment detailing the necessary gaps in the organization’s operations with a focus on administration and financial management, HR, and management of organizational revenue.
· Design, develop and critique (with the DLCI team) a fit for purpose structure for the organization including a strengthened HR policy to guide the organization’s management of staff.
· Carry out a salary review of the DLCI proposed structure and develop the organization salary scale and benefits package.
· Based on the organization’s structure, develop a delegation of authority to guide the organization’s decisions, operations and procurement.
Key Deliveries
· An inception report detailing the scope of work and methodology including specific support from Save the Children and DLCI to achieve the objective of this consultancy.
· Ensure that all DLCI statutory CSO requirements are met and an organizational development plan on best practices recommended by the Kenyan Civil Society Organizational Standards.
· A fit for purpose structure for DLCI and organogram to be shared for adoption by DLCI Board of Directors.
· Salary review of all current and proposed staff with an approved salary scale according to current market rates.
· A revised HR manual for the organization reflecting the key deliverables above and a policy for newly elected Board of Directors.
· A revised financial manual including a finance policy for DLCI reflecting changes to the organization’s internal controls, management of revenue and financial reporting.
Duration of the Consultancy
Save the Children envisages the consultancy taking 15 working days from the time the contract is signed. The consultant should develop a feasible work plan covering the maximum 15 days and submit as an integral part of the proposal for this consultancy. The successful bidder must commit to accomplish and deliver the consultancy services and deliverables before or on 20 August 2015.
Expected Profile of the Consultant
For this consultancy, Save the Children is expecting to contract 1 lead consultant dedicated to achieving the key deliverables.
The consultant should have the following:
· In depth experience in organizational capacity development and or management of NGOs in Kenya.
· Experience in change management and/or transitional process in organizations.
· Good interpersonal skills and understanding different perspectives
· Strong analytical and report writing skills
· Demonstrable capacity to deliver high quality outputs within a proposed time frame.
· Donor Knowledge of ECHO an added advantage
Submitting expressions of interest (maximum 5 pages)
Interested individuals must submit a technical and financial proposal of a maximum of five (5) pages, Including:
• A cover letter introducing the consultant and how the skills and competencies above are met, with concrete examples as appropriate.
• An expression of interest including proposed methodology, time schedule and work plan for carrying out the consultancy.
• A CV detailing relevant skills and experience, including 3 contactable referees
• Proven record of experience in strategic planning and participatory methodologies
• Reasonable budget breakdown and cost consideration
Expressions of Interest (EOI) will be graded based on the following criteria:
- Previous experience having done similar assignments
- Experience and reputation in the sector
- Response to TOR (scope of services and methodology)
- Response to selection criteria
- Reasonable budget break down and cost consideration
- Quality of presentation
- Qualifications and 3 references provided
