Consultant – Regional Emergency Response System - NAIROBI - Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, legal assistance, and water, sanitation and hygiene, Camp Coordination and Camp Management (CCCM) sectors.
In the Greater Horn of Africa region, NRC comprises of large-scale multi-country humanitarian and early recovery interventions spread across eight countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, Uganda and South Sudan). NRC’s overall strategy in the region is to ensure a greater number of vulnerable people in hard to reach areas get access to humanitarian assistance, become resilient to future disasters and find durable solution. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
Norwegian Refugee Council is prioritizing emergency response capacity and preparedness in the region to ensure standardized approaches to Emergency response in humanitarian settings – both as part of contingency planning and humanitarian response efforts. Much work has already been done in developing the overall regional emergency strategy and guidelines that need to be operationalized.
Job description
· Role and responsibilities of the consultants are as follows:
· NRC in the region aims at strengthening capacity to respond to the needs of our beneficiaries when a crisis occurs by establishing a regional emergency preparedness and response mechanism. The main purpose for this consultancy work is to develop a consolidated Regional Emergency Response Handbook and a Training tool kit with all necessary training products on both preparedness and response.
· Major Outputs required are:
· The consultant will work in close consultation with the Regional Director and Regional Programme Director to achieve the following outputs:
· The consultant will engage with Country Directors, Heads of Programme and Support departments in the Region to ensure that the Emergency toolkit builds upon the ongoing efforts of emergency response work in the Region.
· Develop a consolidated Regional Emergency Response Handbook and a Training tool kit which shall include training materials with field-ready tools to support cross-sectoral preparedness and response interventions during emergencies in the region
· Tools should define and clarify roles of coordinating and implementing team, and should be grounded in practical actions to enhance quality emergency response in the Region.
· Emergency Preparedness and contingency planning tools should be aimed at building the capacity of staff in the region, recommendations for oversight and quality assurance mechanisms such as a preparedness audit and contingency planning
· Training Toolkit to include accompanying tools suitable for emergency use, incorporating adult learning methods, and focusing on clear and simple guidance:
· Emergency handbook and accompanying DVD
· Training and capacity building modules for NRC Emergency staff
· Checklists of agreed priority preparedness actions by sector
· Assessment tools including decision-making systems around prioritization of emergency interventions in the Greater Horn of Africa Region
· Sample scenarios for simulations
· Good practice examples in emergency preparedness and response
· Readiness check-lists
· Tools for ensuring accountability to preparedness measures
· Core messaging and outline advocacy strategy to accompany emergency preparedness and response toolkit
· Present the Tool kit to the RMT for strategic guidance, commentary and approval
· Identify and develop a strategy for roll out of the Toolkit once finalized and endorsed by the RMT
· Conduct ToT and staff training and provide technical support to the roll out the Toolkit in the region as per prioritization criteria endorsed by the RMT
Qualifications
· Advanced university degree in Social Sciences, Law or a related technical field
· Minimum of 5 years of humanitarian or related work experience, including previous direct experience working emergencies in a conflict affected area and/or natural disaster Direct experience
· Experience in developing handbooks and training manuals
· Experience in training, facilitation, capacity building, strategy development, etc.
· Proven leadership skills, including the ability to set priorities, manage time effectively, and contribute to a team environment of respect, recognition, and mutual accountability
· Documented results related to the position’s responsibilities
· Proven record of management and leadership skills and the ability to achieve results and meet objectives in an emergency setting
· Proven capacities in team building
· Proven experience in assessing, designing, implementing, and monitoring activities in emergencies
· Experience in strategic thinking and planning processes, ability to set priorities, prepare manageable work plans and to evaluate progress
· Knowledge of the context in the Greater Horn of Africa Region
· Excellent spoken and written English
· Excellent communication skills
Education level
· College / University, Bachelor's degree
