Pact seeks a Team Leader for the anticipated Fund Management and Technical Assistance for the Somalia Stability Fund II Programme (SSF II). The goal of the programme is to work towards a peaceful, secure and stable Somalia. The Fund addresses security, development and political drivers of conflict to support legitimate, viable governance structures that can make and enforce rules locally as well as addresses existing and emerging conflicts while minimizing the risk of future conflicts.
Position Purpose
Reporting to the Kenya Country Director, the Team Leader for the anticipated Fund Management and Technical Assistance for the Somalia Stability Fund II programme will provide overall leadership, direction and guidance for programme implementation. A multi-donor instrument historically supported by the UK, Netherlands, Denmark, Norway, Sweden, and the EU, SSF II offers donors a means to respond rapidly and flexibly within Somalia’s complex operating environment, integrate political and development interventions, and improve the coherence and impact of international support to promote stability. The fund invests in projects that are appropriate for the local context, work in close partnership with Somali organizations and build Somali capacity, and learn, adapt and innovate over time to deliver clear results and impact.
Key Responsibilities
Specific Duties and Responsibilities:
• Oversee planning, quality assurance and supervision of program monitoring, evaluating, and reporting, ensuring rapid roll-out and supervision of activities.
• Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation.
• Ensure compliance with and implementation of all donor-related, Pact, and project specific policies.
• Effectively work with other consortium members to assure a coordinated and timely execution of workplans.
• Provide oversight of financial management and procurement, including delivery, management, and monitoring of subgrants.

Basic Requirements
Qualifications:
• At least 10 years of senior-level management experience of projects and programs in governance and/or peacebuilding, with at least 5 years of experience in a senior-management position for a DFID or EU-funded programme.
• Previous Team Leader experience, including experience of successfully managing multi-donor funds, particularly in fragile states.
• Demonstrated experience with similarly complex projects involving coordination with multiple programs and partner institutions, including delivering at pace in conflict affected and fragile states, in political complex and high-risk environments, and managing demands from multiple stakeholders.
• Experience leading and implementing programmes in Somalia and/or other fragile states.
• Experience applying conflict sensitive and do-no-harm principles.
• Experience with gender-sensitive programming.
• Financial management, compliance, procurement and due diligence experience.
• Ability to travel and work in Somalia.
• Excellent communication and relationship management skills.
• Fluency in English.
