Senior Programme Assistant (WASH)

II. Organizational Context and Scope
Increasing new arrivals from neighbouring countries and access to newly liberated areas as well as protracted displacement and forced evictions in Somalia have ever more increased the humanitarian needs of the population. To that end, IOM has an increasing demand and responsibility to engage in supporting the Federal Government of Somalia, regional and local administrations in delivering peace and dignified life to the Somali population including vulnerable migrants and mobile populations such as internally displaced persons (IDPs).
With approximately 3.1 million people requiring humanitarian assistance and a lack of access to basic and protection services for significant parts of the population, delivering humanitarian aid under complex political, economic, social and cultural environment, while also increasing the local, regional and federal governments’ capacity in service delivery and community-based recovery are essential to continue supporting Somalia in its transitional phase. In this context, IOM Somalia has been implementing a range of Mental Health and Psychosocial Support (MHPSS) projects under the MHD programme throughout Somalia and is currently expanding the MHPSS component.
Under the overall supervision by Chief of Mission, under the general supervision by Health Programme Coordinator, and under the direct supervision of WASH Programme Manager, in close collaboration and consultation with other units as well as the members from the WASH and Shelter Cluster, the incumbent will provide technical support to the WASH and Shelter projects under the MHD programme.
III. Responsibilities and Accountabilities
  1. Lead implementation of the WASH and Shelter projects through:
· Reviewing and updating the work plan;
· Reviewing and providing inputs to water and sanitation designs;
· Reviewing and providing inputs on WASH programme related M&E activities to track progress and evaluate results;
· Conducting field visits to ensure that the planned construction work and engineering works are in line with the highest international standards;
  1. Draft quality monthly, quarterly, interim and final reports in line with donor requirements and IOM procedures;
  2. Carry out technical supervision of the construction works;
  3. Support development, planning and implementation of activities aiming at improving sustainability of hygiene education and operation and maintenance of WASH facilities;
  4. Support project management works with stakeholders and partners (NGOs, private consultants, and contracting companies);
  5. Contribute to development of recommendations to the national legislation regarding standards and regulations for WASH;
  6. Assist in determining capacity gaps and support capacity development of government and/or non-governmental partners in close coordination with other donor partners;
  7. Assist in various assessments for WASH and Shelter by participating in developing methodology for baseline studies, monitoring tools, technical assessments for infrastructure and hygiene practices at the community level;
  8. Provide inputs to joint activities with Communication for Development, Education and Health and Nutrition sections;
  9. Conduct capacity building activities for the key stakeholders;
  10. Review and provide inputs to contingency planning, replenishment of WASH stocks and development of sector capacity to respond to emergencies;
  11. Represent IOM in WASH and Shelter related meetings when senior staff is not available;
  12. Undertake duty travel when required;
  13. Conduct additional tasks that may be assigned by the WASH Programme Manager and Health Programme Coordinator.

V. Education and Experience
  1. Degree in Hydro Engineering, Environmental Health, Water and Sanitation, Public Health;
  2. At least 7 years of professional development experience in the WASH sector including experience in emergency response and contingency planning;
  3. Familiarity with community-based sanitation programs, and with a diversity of latrine designs for rural communities;
  4. Experience in the following;
ü implementing, designing or coordinating WASH projects;
ü Effectively coordinating with government, NGO and local stakeholders essential; an understanding of sector coordination mechanisms an asset;
ü Formulating policy recommendations and conduct advocacy at the policy level an asset;
ü Survey design and social research methods to understand hygiene and sanitation behaviour change;
ü Conducting capacity development in WASH at the local and sector levels;
ü Working in an International organization, working in Somalia or with Somali populations as an asset;
  1. High level of computer literacy (MS Office Word, Excel, Outlook).
  2. Able to handle sensitive situations and cultivate productive relationships;
  3. Ability to maintain accuracy and confidentiality in performing responsibilities;
  4. Excellent interpersonal and verbal communication skills;
  5. Calm, diplomatic and demonstrate the ability to meet strict deadlines
VI. Languages
Required
Fluency in English is required.
Advantageous
Working knowledge of Somali and Arabic is an advantage
