The African Peace Support Trainers Association (APSTA) is registered as an international not-for-profit Organisation, with a Secretariat based in Nairobi, Kenya.
The APSTA seeks to appoint as Deputy Chief Executive Officer/Programme Coordinator a competent, dependable, well-organised and self-driven person, who will work under the direction of the Chief Executive Officer (CEO) in providing growth and development in a training, education, learning, policy research and policy implementation support coordination environment, with a wide range of stakeholders.
The appointed Officer will be based at the Secretariat located in Nairobi, Kenya, directly reporting to and under the overall supervision of the CEO and will provide overall strategic development and oversight, project monitoring and evaluation and general programme management in training, research and policy implementation support programmes and activities to meet the ever-changing needs of African Union (AU) Peace Support Operations (PSO).
S/he will be charged with the coordination of programmatic activities as well as facilitate the development of training, research, policy implementation support and communication materials, in conjunction with APSTA Member Institutions, pursuant to identified needs of the AU and key stakeholders. In addition, s/he will coordinate with the CEO in ensuring periodic activity plans and budgets are developed and set targets are achieved in compliance with donor requirements on programme implementation and providing timely reporting, as well as addressing constraints and challenges related to APSTA programmes, particularly in the areas of harmonisation, standardisation, coordination, policy implementation support and advocacy.
The APSTA was established in 2002 as the African Chapter of the International Association of Peacekeeping Training Centres (IAPTC), in order to deepen the debate on peacekeeping training. It is a voluntary association with a membership of 17 African centres of excellence and training institutions, working in Africa in peacekeeping capacity building, and whose core activities and functions are the delivery of practical training and research. The objectives of APSTA are to: facilitate the exchange of information and best practices; harmonize the doctrine and training of the members for the APSA/ASF; serve as a depository that offers advisory services to the AU Commission on Peace Support Operations issues; and act as a sounding board for the Commission on PSO concerning donor relations. Requirements: The successful candidate should possess: ▪ A minimum of a Master’s degree in Political Science, International Relations, Developmental Studies, Public Policy or any other related field ▪ A post graduate degree in a similar discipline will be an added advantage • A minimum of 10 years professional experience in training, research and policy support, with at least 6 years experience in applied policy research, publications, dissemination and training, and with a proven record of engagement in PSO training, research and policy implementation support ▪Demonstrate strong management and interpersonal skills, as well as possess expertise in programme management, negotiation for fund raising and curriculum design and development ▪ Fluency in English and excellent writing and communication skills are a must ▪ Strong computer literacy skills, including high level of proficiency in all Microsoft Office applications ▪ Ability to work under stress ▪ Honesty and integrity ▪ Ability to drive change and innovation.
The length of the contract will be for an initial period of two years, subject to a 3-month performance-based probation and consecutive performance reviews and funding availability. Salary will be commensurate with qualifications, experience and market competitive.
