Emergency Communications Specialist

PURPOSE OF POSITION:
  • To rapidly insert into disaster sites when deployed in order to manage World Vision demands for field communications and marketing content, media, social media and messaging (including advocacy communication), and VIP visits together aimed at external engagement. The position must also ensure World Vision's internal audiences are kept abreast of the needs of disaster survivors, understands how World Vision is responding and is provided with field level updates and guidance so the organisation has the clarity and guidance needed to engage in ways that maximise fundraising and public engagement positioning and properly manage risk and profile.
  • During periods of non-deployment the position will, as appropriate, lead, support, enable and co-ordinate efforts by Humanitarian Emergency Affairs (HEA), Global Rapid Response Team (GRRT) and Global Communications to ensure disaster communications readiness both at the Global Centre (GC), (GRRT), regional and country levels by: building capacity, ensuring strategic integration, supporting systems (including GTRN/ roster membership), developing tools and training materials and enabling networked support (including external). 
    Both objectives are designed to ensure World Vision secures 'First / Best Mover Advantage' for fast onset emergencies and that cyclical, conflict and fragile context emergency communication are effectively handled in line with World Vision operational commitments.
  • The position is designed to support World Vision's Humanitarian and Emergency Affair's (HEA) approach to emergency responses: one where HEA serves as a conductor orchestrating federal entities to deliver a One-Organisation-One-Operation response to large-scale disasters. 
The Communications Specialist will:
  • Support the integration of three pillars of World Vision's work: transformational development, policy and advocacy, and HEA in emergency response and disaster risk reduction operations.

  • Serve as a member of the Global Rapid Response Team; being ready to deploy to a major emergency in 24-72 hours; abiding by the Emergency Response System model.


KEY RESPONSIBILITIES:
    Activities during deployment:
  • Communications management: Deploy to disaster site. Rapidly coordinate the set up, management and /or support of an emergency communications team with staff skilled with the appropriate competencies/technical skills. These staff will be drawn from impacted GC, National Office (NO), Global Technical Resource Network (GTRN)/rosters, secondments and consultants/freelancers.
  • The emergency communications team’s work is prioritised to meet Partnership demands.

    Strategy setting:
  • Communications strategies developed and refreshed in liaison with response manager, Emergency Comms Dir and Regional Comms Dir and other key stakeholders.

    Public positioning:
  • Monitor the landscape for challenges, risks, threats and opportunities related to the emergency context that may impact communications and public engagement approaches, messaging and operations and advise key decision makers.

    Messaging, Media Management and Engagement:
  • Act as a media spokesperson or position others to do so during emergencies.
  • Work with funding offices to delivery, prioritise and coordinate interviews, host media visits, prepare spokespeople and messaging, liaise with journalists/correspondents.
  • Media work reflects children’s needs and child-focused response and reflect advocacy issues and asks. 

    Content Provision and Management:
  • Oversee the provision and prioritisation of compelling child-focused content by self/team through World Vision systems to meet WV's the marketing, media, social media and internal demands of the organisation. - Content includes text, photos, video, audio –

    Partnership Communications:
  • Keep World Vision entities informed and engaged.
  • Monitor World Vision’s online emergency data platform (wvrelief) to ensure field key content, updates and information is posted by responsible functions.
  • Review and edit situation reports and post online.
  • Ensure regular field updates and content is provided via Partnership Communications in line with response operations objectives and narrative and Partnership priorities for posting on key internal channels (Executive Briefing, Connections, wvcentral, email).
  • See that key response activities and timeline are documented (video, photos text) for use in key reports.

    Emergencies Advocacy Messaging:
  • Coordinate with advocacy community to create and capture content, information and messaging, and package and position it for sharing with key audiences including internal, media, social media and key external stakeholders.

    VIP Management:
  • Facilitate VIP field visits to emergencies, including briefing, transport, accommodation, photo-op, and meetings with pertinent persons and/or organisations.

    Staffing:
  • Liaise with the Response People & Culture (P&C) and Regional Communications Director to recruit field-level emergency communicators for medium and long-term response staffing. 

    Activities during non Deployment:
  • Ensure communications readiness of the organisation. Identify gaps in readiness and work with GC, regions and SOs to provide and support with high quality training and mentoring based on World Vision emergency communications competencies. Staff up the database of deployable staff (GTRN roster) and identify and validate applicants for deployment.
  • Global Rapid Response Team (GRRT) staff understand value of communications and are enabled to support delivery of content/serve as media spokespeople as appropriate.
  • Support communications strategies and assist in the management of content flow and delivery of content for slow onsets, conflicts, fragile states and disaster risk reduction programming. Help position forgotten or slow burn emergencies with the Partnership to enable fundraising and advocacy support.

    Personal Readiness:
  • Stay up to date with technology, equipment, platforms and channels. Ensure all equipment is functioning and are familiar with new content deliver and sharing platforms.
  • Support identified Global Rapid Response Team Initiatives, support key training events and conferences attend lessons learned, belong to key working groups, input into key HEA strategies and initiatives. 

    Networking Support:
  • Support the Emergency Communications Director by participating in and moderating communities of practice groups to assist with the development of systems, structures, tools and training to ensure communications readiness and professionalism.
  • Network externally with key humanitarian, media / inter-agency and UN communications networks for professional development, best-practice learning, advancement of World Vision communications capabilities and positioning within the industry.
  • Provide strategic input into global comms, HEA and emergency comms strategies and plans.
  • Support team in terms of communication needs to Disaster Management 2020.


KNOWLEDGE, SKILLS & ABILITIES:
    Required:
  • A degree at University level in Journalism, Communications or relevant area.
  • Knowledge of: Crisis Communications Management, project and people and team management and media and social media relations.
  • Technical ability in writing, Photography, Videography (including sound and microphones, and lighting), Social Media, Video Editing, Sound mixing, Satellite communication technologies for voice and data, and high level of understanding of Information Technology.
  • Familiarity and understanding of Humanitarian Policy and Advocacy.

    Preferred:
  • Two to five years of communications in disaster and emergency response in an international relief situation.
  • Empirical knowledge of International Development and Humanitarianism Affairs.
    including Humanitarian Standards and Code of Conduct.
  • Extended periods living and working in developing countries.
  • Effective in written and verbal communication in English.
