Statistics Specialist

An outstanding opportunity for a qualified individual with a background in Population Studies, Statistics Demography, Mathematics, and Econometrics or the equivalent to make a real difference in the support to capacity development of statistics in Somalia, ensure that that UNFPA’s programs on population and development are implemented in the context of the ICPD Programme of Action and UNFPA Strategic Plan.
If successful, you’ll be part of a dynamic and passionate team in Somalia and Nairobi that works together to ensure that Population and Development issues are firmly placed within national development processes and national strategic frameworks; Supports the advocacy and resource mobilization strategy of the Country Office by compiling and synthesizing relevant background as well as drafting program/project proposals and networking with donors for project funding.

Organizational Location:**
This position is based in Nairobi with extensive travel to the field. The candidate will work under the overall guidance of the UNFPA Deputy Representative and direct supervision of the Population and Development Program Manager. The Statistics Program Specialist will contribute to the co-ordination and management of quality, timely and integrated programme and technical support to national statistical and related institutions. The Specialist will support national mechanisms for a multi-sectoral approach to capacity development of statistics in Somalia, ensure that that UNFPA’s programs on population and development are implemented in the context of the ICPD Programme of Action and UNFPA Strategic Plan; and ensure that Population and Development issues are firmly placed within national development processes and national strategic frameworks. Supports the advocacy and resource mobilization strategy of the Country Office by compiling and synthesizing relevant background as well as drafting program/project proposals and networking with donors for project funding.
Job Purpose:**
The fragile situation in Somalia over the past 20 years resulted in the absence of strong national government institutions including statistical systems. The overall effect of this has been long standing critical gaps in reliable data and information in various sectors and administrative levels. The Somali Authorities responded by undertaking population estimation survey. An initial report focusing on population estimates by regions, sex and location has been produced. Through population and estimation survey, vast amount of data has been generated in Somalia. It is essential that the most is made out of these data for the benefit of Somalis. Sufficient capacity within Somali authorities is necessary to undertake in-depth analysis and interpret the findings for use in the design, implementation, and monitoring of development policies and programs for sustainable socio and economic development. This capacity is inadequate at the moment and hence the need for this position. The post holder will work towards strengthening institutional and technical capacities of national and sub-national counter parts. S/he will work within an integrated and coordinated approach, which is fundamental to the Country Office and UNFPA’s overall strategy.
Duties and Responsibilities:**
Main Responsibilities:
The main responsibilities for this position includes but not limited to ensuring that:
  1. Guidance is provided in the formulation and design of the country statistical programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures.
  2. Manpower and methods required for collecting, compiling and disseminating data are developed and enhanced: This will include human resource development (such as enhancing of the analytical capacity of staff, etc.), mastering methods for data collection and analysis, development of manuals, designing and conducting household surveys and censuses, developing statistical infrastructure, developing sector-specific statistical systems (e.g. health, poverty), statistical publications, strengthening capacity for poverty analysis, best practices, etc.
  3. Institutional framework for statistics to support policy, legal and regulatory framework for statistical development is enhanced.
  4. Capacity of Somali Authorities in using data to monitor and evaluate government policies and programs in the areas of population dynamics, sexual and reproductive health and gender equality is strengthened.
  5. Availability of evidence through in-depth analysis on population dynamics, sexual and reproductive health, HIV and their linkages to poverty eradication and sustainable development.
Specific responsibilities:
  1. Undertake methodological research with regard to standards on statistical concepts, definitions and classifications to assist the ministry of planning and other line ministries and development partners in strengthening their statistical development.
  2. Supervise and contribute to the development of relevant databases, metadata, sampling frames, statistical classifications and statistical information systems, web publishing tools and other software for collection, storage and distribution of statistical data, in particular for the monitoring of Sustainable Development Goals (SDGs) and the post-2015 goals and targets.
  3. Review existing methods in use for data collection and provide recommendations for improvement in data quality and consistency.
  4. Undertake on-the-job training in data collection, analysis, and interpretation in the ministry of planning and line ministries with a specific focus on population, demographic, reproductive health and gender data.
  5. Enhance the range of statistics available by increasing the range of population, demographic, reproductive health and gender statistics available and by providing data at lower administrative levels.
  6. Improve support to data users by presenting data in a more user friendly and accessible format, improving the quality of back-up support to users, improving the timeliness and relevance of data and by increasing the awareness and importance of statistics as a tool in decision making.
  7. Assess the resource requirements (human, physical and financial) of the Statistics Units in the ministry of planning and other line ministries for the forthcoming ten year period for purposes of ensuring the production of statistics particularly on population, demographic, reproductive health and gender are adequately resourced.
  8. Review and strengthen statistical legislation supporting improvements in statistical systems and processes through; user needs assessment, statistical policy and strategy seminars, institutional restructuring and awareness workshops.
  9. Assists the Program Manager in preparation and monitoring the Programme’s work related to the development and implementation of a monitoring framework for Sustainable Development Goals (SDGs) and the post-2015 development agenda.
  10. Formulate follow-up plans for the programme’s approaches to create synergies and complementarities in terms of statistical data collection and capacity development with other UN agencies working in Somalia.
  11. Provide guidance and advice to ministry of planning and other line ministries in the planning, operation and evaluation of statistical activities.
  12. Prepare progress reports and other technical documentation regarding the work programme for presentation to relevant councils, commissions, technical meetings and expert groups.
  13. Contribute to the Programmes’ partnership building and donor relations strategies relating to statistics work by contributing to drafting of proposals for funding among others.
  14. Prepare and review draft reports, letters and memoranda; carry out ad hoc functions requested by the Program Manager; other related duties and special assignments.
Work relations:**
The Statistics Program Specialist will work under the overall guidance of the UNFPA Deputy Representative and direct supervision of the Population and Development Program Manager. S/he will work closely, with the Population and Development team as well as providing support to maternal health, Gender and Humanitarian Teams in the UNFPA Country office and in the field offices. In addition, the Specialist will also work closely with the Ministry of Planning and other line ministries and other all organizations supporting capacity building in statistics in Somalia including I/LNGOs, UN agencies and donors. The Specialist will support national mechanisms for a multi-sectoral approach to capacity development of statistics in Somalia, ensure that that UNFPA’s programs on population and development are implemented in the context of the ICPD Programme of Action and UNFPA Strategic Plan; and ensure that Population and Development issues are firmly placed within national development processes and national strategic frameworks. Supports the advocacy and resource mobilization strategy of the Country Office by compiling and synthesizing relevant background as well as drafting program/project proposals and networking with donors for project funding.

Other desirable skills:
  • Proficiency in MS Office Suite (Particularly Excel and Word)
  • Proficiency in statistical software such as SPSS among others.
  • Skills in data management, data analysis and trainings in statistics
  • Experience working in fragile security contexts is a plus.
Educational requirements:**
  • Advanced Degree in Statistics, Demography, Mathematics, Population Studies, Econometrics, or equivalent field with a minimum of 5 years relevant work experience.
  • A Bachelor’s degree with a minimum of 7 years relevant work experience can be accepted in lieu of the advanced degree
Knowledge and Experience Required:**
  • Experience in the collection, compilation, analysis and dissemination of statistical data, in fragile and conflict countries.
  • Experience with the UN’s mandate, programmes, and operational activities in relating to statistics work.
  • Experience in the development of statistical concepts and methods and their implementation in countries is required.
  • Experience with concepts and indicators for the measurement of sustainable development is desirable.
  • Experience with the concepts of capacity development in statistics is desirable.
  • Experience in the use of Atlas program management tool.
  • Demonstrated experience in the use of Microsoft Office Suite, statistical packages (SPSS, Stata, CSPro, etc), standard error software (WESVAR, etc), and population analysis software (Population Analysis System (PAS), etc. or other equivalent packages for analysis of data and computation of sampling errors.
  • Strong communications and writing skills in English.
  • Field experience required

  • Fluency in oral and written English is a must
