Deputy Chief of Party - East Africa Trade and Investment Hub

PROJECT BACKGROUND:
The East Africa Trade and Investment Hub (EATIH) project is intended to spur inclusive economic growth by promoting an enabling environment for trade and investment and increasing East African trade and investment, particularly to and from the United States. The project will build upon prior investments to increase regional trade competitiveness and reduce poverty. Food insecurity and market failures are major issues that EATIH will address by supporting more competitive regional value chains for staple foods and more efficient markets and regional integration for trade and investment.
Purpose:
The Deputy Chief of Party (DCOP) will provide day-to-day management of the project’s four components and technical programs, with a specific focus on implementing the strategic vision, integrating components and activities to increase the competitiveness of targeted sectors and meet performance targets. S/he will provide technical support and oversight to regional activities to ensure vital feedback loops between activities and developments in EAC member countries and the Trade & Investment Hub. Together with the COP, s/he will provide high-level engagement with key regional stakeholders on trade facilitation activities.
Responsibilities and Key Tasks:
The DCOP will be responsible for, but not limited to, the following detailed tasks:
• Work closely with COP and EATIH team to ensure an integrated approach in producing deliverables as outlined in the Work Plan and rolling milestones and Deliverables document;
• Oversee EATIH activities within the EAC member countries, including engagement with project stakeholders: USAID bilateral mission staff and other USG partners, national government staff, business and trade associations, and other private sector partners;
• Provide input and oversight in the quality delivery of country-level initiatives and activities, including trade shows/fairs, forums, and other high-visibility events;
• Coordinate integration of all components to achieve optimal results and impact;
• Recommend to the Chief of Party additional methods of identifying and assessing program impact;
• Evaluate the performance of program activities and prepare a progress report upon completion of the assignment;
• Help coordinate the identification, approval, hiring, and mobilization of short-term consultants; and
• Serve as the Chief of Party as needed.
Supervisory Responsibilities:
• The DCOP will supervise the four (4) EATIH country representatives (in Tanzania, Uganda, Rwanda, and a TBD fourth country), and provide oversight to the four Nairobi-based technical component leads.
Reporting:
The Deputy Chief of Party will report to the Chief of Party.
QUALIFICATIONS:
• Master’s degree or equivalent in international trade, public policy, business administration.
• Previous management experience of large, multi-faceted, USAID-funded or other donor projects.
• Positive outlook on life, a team player, the ideal candidate for this position should be strategic thinker, well organized, analytical and have the ability to communicate complex ideas and concepts simply both orally and in writing.
• Demonstrated experience working with senior-level host-country counterparts and experience in overseeing complex development programs and/or working with governing institutions.
• Previous experience in East Africa is strongly desirable.
• Demonstrated technical experience in a relevant technical area (trade promotion/facilitation, value chain development, marketing and export promotion, private sector development, or investment services).
• Previous experience working on regional (multi-country/multi-office programs), ensuring cohesion across program components and establishing effective communication channels.
• Strong leadership, training, communications and personnel management skills.
• Proven record of creating a productive and motivating work environment for those supervised.
• Strong interpersonal skills, excellent facilitation skills with the ability to actively listen, engage with a wide range of organizations, beneficiaries, and related parties.
• Excellent oral, written, spoken, and presentation skills in English.
