REGIONAL HUMANITARIAN COORDINATOR – HECA

Background

The Horn, East, and Central Africa (HECA) region is the largest region within Oxfam, covering Democratic Republic of Congo, Burundi, Uganda, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Sudan and Tanzania. The Regional Centre is based in Nairobi and provides leadership and strategic support to the Oxfam country programmes.
The role
Reporting to the Regional Director and managing the HECA Emergency Response Team, Regional Public Health Advisor and Regional Food and Security Coordinator, you will work across the confederation affiliates in the Region to lead on humanitarian and preparedness response through outstanding leadership. You will manage the development of the Oxfam International Regional Humanitarian Unit by working closely with all concerned affiliates to mobilise support and resources in line with ‘Vision 2020’. You will represent Oxfam in key regional humanitarian forums with the GoV, UN and other international agencies. Working closely with Human Resources, you will support the humanitarian structure and be in charge of the humanitarian team. Developing countries humanitarian capacities will be an essential aspect of your remit, including preparing investment and preparedness plans, provision of research and data analysis tools and the development of policy and advocacy strategy and content. You will ensure that our humanitarian work in the region is aligned to relevant policy commitments and minimum standards as you define and build the Oxfam International Regional Humanitarian Unit.
The Person
To succeed in this role you will have:
Significant experience and a track record of exceptional leadership in managing humanitarian response work in a range of environments including field level management and demonstrable abilities in crisis management and coordination of rapid humanitarian response
Proven ability to think strategically, undertake gender analysis in humanitarian response and a clear understanding of gender issues in humanitarian environment
Definite financial management aptitude, excellent interpersonal skills, ability to train and coach as well as demonstrable fluency in English and a major language of the region (particularly French)
