Program Officer – Policy and Advocacy

The Alliance for a Green Revolution in Africa (AGRA) is working with African governments, donors, NGOs, the private sector and African farmers to significantly and sustainably improve the productivity and incomes of resource poor farmers in Africa through agricultural development.
AGRA has its headquarters in Nairobi, Kenya and a regional office in Accra, Ghana with a presence in several other African countries including Ethiopia, Mali, Tanzania, Burkina Faso, Mozambique, Malawi, Senegal, Sierra Leone, South Sudan and Liberia.
AGRA is seeking to recruit experienced and exceptional individual to fill the position of Program Officer - Policy and Advocacy
AGRA’s Policy and Advocacy Program leads the organization’s efforts to strengthen Africa’s food and agricultural policy systems over the long-term while spurring reform and innovation in the short-term.
s policy and advocacy agenda. This position is will be based in Nairobi, Kenya on a three (3) year renewable contract. Extensive travel throughout Africa and occasional international travel will be required.
Specific responsibilities will include:
  • Supporting AGRA’s engagement with national governments and donors for the design and implementation of appropriate policies and institutions to create an enabling environment for investment by smallholder farmers and agribusinesses;
  • Collaborating with staff in other AGRA Programs to identify and overcome policy-related constraints on technology development, dissemination and uptake;
  • Identifying, developing, and maintaining strong relationships with other partners working to improve food and agricultural policies in Africa;
  • Supporting the activities of AGRA-facilitated Policy Action Nodes and Hubs working to improve policy processes, evidence-based policy support systems, and policy advocacy platforms on the continent;
  • Partnering with the Resource Mobilization team to help raise resources to scale out and consolidate the Policy and Advocacy Program’s strategic activities;
  • Supporting efforts to strengthen national capacities for policy design, implementation, monitoring and evaluation of national and regional policy support for an African green revolution.
    Key qualifications, knowledge and experience required:
  • Minimum of a Master’s degree in Agricultural Economics, Economics, Public Finance, Public Administration, Law, or related disciplines. A relevant Doctorate degree would be an added advantage.
  • Minimum of 10 years’ experience in leading policy-related development initiatives and regulatory reform in the public sector, primarily in Africa; with at least three (3) years senior-level management;
  • Experience managing complex initiatives with proven ability to develop high impact partnerships;
  • Computer proficiency and familiarity with a range of software applications including MS Excel, MS Word, and accounting packages;
  • Demonstrated practical working knowledge of public finance and budgeting systems, and an understanding of food and agricultural policy issues and trends in Africa;
  • Proven ability to develop collaboration across a variety of organizations, including from the private sector and civil society;
  • Proven ability to engage in high-level policy dialogue with governments, with a strong capacity to influence governments’ development agendas;
  • Strong analytical ability to design and evaluate policy options for promoting agricultural productivity growth in Africa; and
  • Excellent verbal and written communication skills with a team orientation and strong collaborative skills.
