ROLE PURPOSE: The Campaigns Manager will take the lead in designing and delivering innovative campaigns that inspire public action and influence government policy to improve the lives of children in Kenya. This post will work with colleagues in advocacy and communications, as well as thematic focal points for education, child protection, child rights governance, health & nutrition and child poverty to lead the delivery of Save the Children’s next global campaign – aimed at addressing inequality by removing critical barriers to survival and learning for millions of excluded children. This is crucial to achieving our ambitious goals for children.
SCOPE OF ROLE:
Reports to: Head of Advocacy & Campaigns
Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. We employ nearly 300 staff and will have an operating annual budget in 2015 of approximately US$18-20 million.
The Campaigns Manager will be responsible for coordinating and delivering effective campaigning on those issues prioritised by Save the Children in Kenya, leading to demonstrable external policy change and positive change for children, doing so with passion, tenacity, imagination and energy.

KEY AREAS OF ACCOUNTABILITY:
The Campaigns Manager will:
- (Together with the Head of Advocacy and Campaigns) Play a lead role in ensuring that the Kenya programme achieves the global organisational Essential Standards for Advocacy and Campaigns:
- *National advocacy and campaigns strategies (developed with support from members) are in place for the agreed global campaign and for key thematic areas, which includes clear policy change objectives in line with the global campaign strategy and with the thematic Global Initiatives and global advocacy strategies**.*
- A percentage of total grant expenditure for Advocacy and Campaigns is agreed in order to deliver on our full Theory of Change.
- Active advocacy, campaigns and external communications are used to influence public opinion and political commitment nationally in support of children’s rights.
· Lead and coordinate the delivery of the next global campaign for Save the Children in Kenya.
· Provide strategic leadership for all campaigning activity across Save the Children, leading the effective delivery of creative, ambitious and impactful planned and reactive campaigns in Kenya.
· Build and maintain effective, collaborative strategic relationships with Save the Children’s advocacy, communications, media and technical / programme teams, ensuring consistent and high quality output.
· Identify and lead innovative campaign partnerships and coalitions, building and managing strategic relationships to achieve greater impact for our work.
· Drive the development of campaigns for the Save the Children Kenya Country Office, working with Save the Children International, and other global members.
· Mobilise and maximise internal and external resources to support our campaigns.
· Ensure appropriate Save the Children representation at key external fora, communicating our strategy and ambition to diverse and senior stakeholders.
· Manage projects contributing to the next global campaign and ensure effective communications with stakeholders and driving delivery.
· Work with other teams in the organisation (advocacy, media, communications, PDQ, operations) to develop and implement effective campaign strategies, bringing strategic and creative input.
· Develop and deliver effective, creative and inspiring campaigning tactics and strategies.
· Develop in-depth knowledge of campaign issues to represent the campaigns and Save the Children at external meetings, communicating our strategy and ambition to a diverse range of stakeholders.
· Help build engagement, knowledge and support for campaigns at Save the Children Kenya Country Office, and across Save the Children globally.
· Write materials to a high standard that are accurate and in line with Save the Children policy and brand and which effectively engage and communicate messages to a variety of target audiences including campaigners and the general public.
· Engage and motivate key campaigning networks and ensure campaigners and other audiences are regularly updated on campaigning activity and progress as appropriate.
· Monitor and evaluate campaigning activity and contribute to organisational and team evaluation of campaigning.
· Advise on budget requirements, operate within the budget available and manage budgets, as required.
· Perform other responsibilities and deliver special projects that may be occasionally required in relation to the campaign or the wider work of the department/division.
· Carry out the responsibilities of the role in a way that reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy.
Performance Management
· Lead, manage and motivate interns and any other direct reports, ensure they have clear objectives and receive meaningful feedback on their performance regularly (in line with Save the Children performance management procedures).
· Create and maintain a cooperative and positive working environment where staff have clear roles and responsibilities, participate in decision making and are supported in progressing towards their objectives.
· Lead on capacity building of staff through coaching, mentoring and training.
· Perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team, cross departmental teams, the department and Save the Children and deputise at some point if required.

QUALIFICATIONS AND EXPERIENCE
· Experience as a campaigner and a track record of campaigning success – particularly in applying effective campaigning tactics, innovative digital campaigning and/or grassroots activities.
· A strong understanding of news and PR, communications and lobbying tactics and advocacy approaches.
· Ability to develop, implement and manage projects, meeting deadlines when working under pressure.
· Excellent communications and writing skills, and an ability to tailor written and verbal communications to a wide range of different audiences
· Demonstrable understanding of the external environment and ability to assess trends and developments likely to affect campaigning.
· Demonstrable experience of working at a senior level in complex operating environments, using effective collaboration with other stakeholders across varied functions and organisations to drive through shared objectives.
· Excellent interpersonal, communication and presentation skills, with the presence to influence, inspire and engage a wide range of stakeholders.
- Strong strategic planning, prioritisation, and execution skills, able to manage multiple objectives and competing demands, set clear direction, and monitor progress and impact across a range of work areas.
· Experience of successfully working within budget constraints.
· Understanding of public participation in campaigning and of public activism motivations.
