Livelihoods Team Leader

Background
DRC began operating in Kenya in 2005 with assistance to refugees and displacement-affected communities via implementation of protection and livelihoods activities. DRC works in Dadaab and Kakuma refugee camps, as well as in Nairobi and Mombasa to assist urban-based refugees. In the Kakuma Refugee Camp, (Turkana County), DRC assists refugees throughout East Africa but primarily from South Sudan with protection and livelihoods/self-reliance programs. Host community members also benefit from DRC activities. In 2016, DRC will continue to provide both humanitarian assistance and longer-term development support to existing refugees, new arrivals, and the host community in Kakuma and expand activities into the new Kalobeyei settlement area with funding from Danida, DKI and BPRM, among others.
Purpose
The role of the Livelihoods Team Leader is to ensure development and implementation of an efficient, accountable, and measurable livelihoods program in the Kakuma refugee camp and Kalobeyei settlement area. Key responsibilities include ensuring overall coordination of DRC’s livelihoods portfolio, which includes vocational/technical training as well as vocational/technical scholarships, enterprise development with financial support, management of a youth center for training activities, mobilization and promotion of village savings & loans, and small-holder agriculture activities. Other responsibilities include livelihoods program coordination, staff supervision, training, and mentoring, helping to develop and execute DRC’s livelihoods strategy, and contributing to tactical planning, livelihoods mainstreaming in the DRC Kenya program, and development of new livelihoods projects in Kakuma and Kalobeyei. S/He is expected to be familiar with international humanitarian relief and development activities and operational issues related to livelihoods programming.
Key Responsibilities
  • Programme Management, Development, Monitoring and Evaluation – Provide leadership, management and technical direction of the livelihoods program; Supervise participatory needs assessments and identify appropriate livelihood interventions to increase incomes for the local and refugee communities and reduce poverty in the target areas; Ensure the effective Monitoring, Evaluation and Learning processes for the livelihoods program; Participate in periodic program reviews, planning meetings and external meetings as requested by the supervisor; Support the development of concepts and proposals for the Kakuma program; generate internal and external livelihood project reports as required.
  • Coordination & Partnership – Serve as a key liaison with stakeholders and relevant County Government of Turkana and National Government of Kenya departments; Promote collaboration and synergy between the DRC projects and similar INGO projects in the Kakuma refugee camp and Kalobeyei settlement area
  • Budget Management – Ensure effective and efficient utilization of livelihoods program resources through monitoring and tracking of expenditures against budgets
  • Training & Capacity development – Train, coach and mentor program staff in various technical areas through internal or external facilitation, including formal and informal interactions
  • Staff Management – Ensure timely performance management measures for the livelihoods team including appraisals and remedial actions
  • Others – As assigned by the Area Manager
Reporting Arrangements
The position reports to the Area Manager, Kakuma Program. Currently this position supervises 1 Training and Scholarship Officer, 1 Training and Scholarship Assistant, and 1 Livelihoods Assistant Officer.
Personal Specifications
Essential:
  • Bachelor’s Degree in Agriculture, Business Administration, Sociology, or Development
  • Essential: Minimum 5 years working in livelihoods programming, specifically in at least one of the following: small-holder agriculture technologies, small business development, value-chain development, savings groups and/or microfinance, preferably in a refugee or IDP setting
  • Exposure and working knowledge of disaster risk reduction, climate change, and resilience will be an added advantage
  • Minimum 2 years proven experience at supervisory level
  • Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks
  • Able to adapt to changing program priorities and emergency priorities that may arise
  • Strong self-starter, able to take initiatives
  • Good planning and organizational skills coupled with problem solving capabilities
  • Hands-on community engagement skills
  • Experience in working in harsh climatic conditions
  • Excellent working knowledge of MS Office
Posting details:
Position will be located in Kakuma Refugee Camp, security level 3. Kakuma is a non-family duty station. Living conditions are basic but include staff housing. R&R is granted after 8 weeks in the field location.
