The team lead -Clinical Services will be responsible for developing and implementing comprehensive HIV prevention, care, support, treatment and retention services for the three to five-year, USAID-funded Afya Jijini project. The project Afya Jijini's ultimate aim is to improve access and uptake of integrated and quality health services in Nairobi for the most pressing health issues. Building on the success of USAID's APHIAplus Nairobi County work, the Afya Jijini Project will strengthen Nairobi County-level institutional and management capacity to deliver quality healthcare services. The project seeks specifically to increase access and use of quality HIV; family planning (FP) and reproductive health (RH); maternal, neonatal and child health (MNCH); water, sanitation and hygiene (WASH), and nutrition services. The program unique implementation strategy revolves around the UHAI team. The team is composed of a program officer, a program assistant, a linkage specialist and M&E officer. Based in Nairobi with frequent travel to informal settlements and health facilities in the county, Programme officer will work with project staff, partners, and sub-grantees to develop innovative and evidence-driven approaches to boosting uptake of health services. S/HE will lead the full continuum of HIV services, MNCH including family planning, targeted community engagement and facility health system support. S/He will also help plan and implement capacity strengthening approaches, including trainings and mentorship models, to roll out need approaches.
This role reports to DCOP and has mnagement responsibility of the UHAI team (M&E, Program assistant and linkage specialist).
Duties and Responsibilities:
- In collaboration with the project team and stakeholders, provide technical leadership and management of Afya Jijini's UHAI team.
- Strengthen the operation of any necessary sub-county committees.
- Directly oversee the establishment and month coaching of WITs in all CCCs, MCH clinics and Maternities.
- Support the implementation of viable change ideas by the WITS.
- With the M&E team oversee data quality and DDIU at site level.
- Prepare monthly and quarterly activity plans, budget plans and reports as required.
- Establish/ Strengthen the HIV second line SWITCH & TB-MDR committees with every cluster: - Patients at risk of failure are discussed bi-weekly and action taken. MDR TB patients are actively followed and outcomes documented.
- Coordinate with the rest of the technical team and the HRH advisor to oversee any needed training using the approved syllabi and documentation of the same in the TraiNet.
- Institute Patient Self-Management model in all supported CCCs with the linkage team and the community engagement advisor.
- In collaboration with the project communication manager and rest of technical teams develop relevant knowledge documents (reports, success stories, case studies and others as maybe required).
- Participate in relevant government, funding agency and stakeholders technical working groups and other key technical meetings.
Specific Deliverables:
- Meeting with all supported facilities onsite at least monthly.
- Identify high volume facilities and institute biweekly onsite meetings.
- WITs in all CCCs, MCH clinics and Maternities.
- Coaching and QI projects monthly and documented.
- Prevention activities including VMMC supported.
- PSM model operationalised starting with selected facilities.
- 90-90-90 cascades targets for every facility in place and change ideas for achieving the same implemented.
- RH/FP integrated in all CCCs with help of RH/FP advisor.
- Timely reports (monthly, quarterly and as needed).
- All supported sites have fully integrated RH/HIV as per the minimum service package.
- Maternal and perinatal death audits in all supported facilities as per guideline.
Key Technical Skills and Knowledge:
- Bachelor's degree in Medicine, additional training master's in public health or any other health related masters advantageous.
- At least 5 years' experience in successful field implementation of HIV-TB programs in Kenya.
- Demonstrated skills in designing and rolling out GoK-endorsed approaches that result in improved uptake of services HIV services (Adults, PMTCT, Paediatrics, Key Population).
- Strong linkages and relationships with national, County, and sub-county government; health facilities; and implementing partners within Nairobi County working on FP and RH.
- Strong writing skills, including writing of reports.
- Knowledge of USAID and PEPFAR program strategies in Kenya.
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform; ability to manage several major multidimensional activities simultaneously.
- Ability to travel extensively to supported sites.
- Ability to recognize limitations and seek appropriate expert advice.
