STRATEGIC INFORMATION ADVISOR - NAIROBI & MIGORI

Position Summary
The SI Advisor will be responsible for guiding the overall Program M&E strategy and coordinating the implementation of this strategy for quality and timely monitoring.
Duties & Responsibilities
  1. Coordinate the SI department and advise on policy design and analysis;
  2. Develop program M&E plans and identify business ventures and expansion plans
  3. Develop and maintain the overall framework for project M&E, such as annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops;
  4. Guide the process for identifying key performance parameters for monitoring project performance and comparing it to targets;
  5. Work closely with the National and Nairobi County M&E personnel and other , stakeholders;
  6. Lead the baseline assessment and periodic monitoring of the project based on indicators and objectives outlined in the grant proposals;
  7. Prepare and disseminate quarterly, routine program progress reports
  8. Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform program staff.
  9. Supervise the timely production and storage of accurate, reliable data and carry out analysis and interpretation of project data.
  10. Conduct regular quality assessments of project data ensuring that data reported by Project corresponds with MoH data.
  11. Support regular sessions with sub-partners and partners, including the CHMTs and Sub-County Health Teams for the purpose of data sharing, capacity building and management in relation to data use for tracking project progress.
  12. Participate in the development of relevant project monitoring tools in collaboration with the National and county stakeholders.
  13. Verify data quality and prepare analyses (with input from project technical staff) required for program performance review as well as for quarterly and annual progress reports to donor and for organization global achievement reports;
  14. Work closely with the STA to identify M&E training needs at the county and sub -county levels
Required Qualifications
  1. Minimum of a Master’s Degree in Public Health, Demography, Population Studies, Sociology, Applied Statistics, Epidemiology and Biostatistics, Health Systems Management, Monitoring and Evaluation or Health informatics related.
  2. Minimum of five years of progressively responsible experience successfully designing, implementing and overseeing monitoring and evaluation tasks for health and/or development projects at the county level with at least 2 years’ experience at supervisory level
  3. Proven technical skills in monitoring and evaluation, including timely data analysis, synthesis, and communication of results.
  4. Demonstrated analytical and problem-solving skills.
  5. Ability to work independently, under pressure and to adhere to set deadlines
  6. Competency in HMIS, MS Word, Excel, and PowerPoint, and a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar). Experience with programming software a plus.
  7. Experience in use of data to inform decision-making, planning, and performance monitoring.
  8. Demonstrated ability to work with various government institutions, counties and local partners.
  9. Experience with USG and Ministry of Health projects and reporting requirements.
  10. Formal training in monitoring and evaluating health projects.
  11. Experience with database construction and/or management (SQL, Access, Excel) .
  12. Familiarity with international donor reporting requirements (DATIM)
  13. Excellent communication, interpersonal and report writing skills.
