Programme Officer (Migration Health)

Introduction
The International Organization for Migration (IOM) is committed to ensuring orderly and humane governance of migration, promoting international cooperation on migration issues, and assisting in the search for practical solutions to migration issues.
IOM’s Partnership on Health and Migration in East and Southern Africa (PHAMESA II) is a Programme in IOM which covers select countries in the East and Southern Africa region. The four year Programme follows the successes of PHAMESA I (2010-2013), and Partnership on HIV and Migration in Southern Africa (PHAMSA I and II – 2003-2010).
The overall objective of PHAMESA II is to: Contribute to reduced health vulnerability of people affected by the migration process in East and Southern Africa. This will be achieved through four interrelated outcomes: 1. Improved health literacy among migrants and migration affected communities in identified spaces of vulnerability; 2. Increased availability, accessibility and acceptability of services that improved health in identified spaces of vulnerability; 3. Evidence-based policy and/or legal instruments developed or amended at regional, national and sub-national levels to realize migrants’ right to health; and 4. Improved sustainability of migration and health responses in the region.
Context:
Under the overall supervision of the Chief of Mission in IOM Nairobi, Kenya, and the direct supervision of the Regional Migration Health Promotion Coordinator for East and Horn of Africa, the successful candidate will be accountable and responsible for providing support to the implementation and coordination of the programme.
Core Functions / Responsibilities:
  1. Coordinate activities and report on one of the four spaces of vulnerability identified in the PHAMESA II programme.
  2. Contribute, through technical support, to individual change, namely improved health literacy among migrants and communities in identified spaces of vulnerability. Support policy development and amendment, partnership creation and strengthen, capacity building in health systems.
  3. Support institutional change that is increased availability, accessibility, acceptability of services that improve migrant health in identified spaces of vulnerability.
  4. Lead the efforts for harmonization of approaches and treatment protocols in the different countries in the region for the communicable and chronic diseases of importance in the region.
  5. Develop a strategy for and technically support implementation of interventions across the continuum of care for migrants, especially across borders and along transport corridors through the use of innovative technology.
  6. Utilize existing evidence, and synthesize new evidence by IOM and partners, to ensure programmes are evidence driven.
  7. Develop, when necessary, quantitative and qualitative research protocols; responsibilities to include conceptualizing study design and data collection tools, field team recruitment, training and supervision, data collection, data management and analysis, and study findings dissemination. Support in the development of PHAMESA training materials, toolkits, quantitative and qualitative research strategies and guidelines. Draft abstracts for presentation of quantitative and qualitative research ideas and findings in national, regional, and global conferences.
  8. Support key stakeholders including national governments and regional bodies in the adaptation of health surveillance systems to identify and address the health needs and outcomes of migrants.
  9. Assist the management, as requested, in technical meetings, discussions, policy advice, direct activities and programme/project proposals preparation, and in relations with the partners in the migration health arena in the region.
  10. Undertake duty travels, as necessary.
  11. Perform such other duties as may be required.

Migration
a) effectively applies knowledge on migration issues within organizational context; b) correctly frames migration issues within their regional, global and political context.
Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution preferably in Public Health/Epidemiology. A PhD in Public Health/Epidemiology or a medical degree are preferred; b) two years of relevant professional experience (four years for candidates holding a first level university degree) in public health, migration health and/or health project management; c) solid knowledge of epidemiology of communicable disease in Africa, and social drivers of health in the region; d) experience developing health research projects, protocols, technical proposals and report writing, implementing short and longer term studies, training of staff in the field and remotely; e) good understanding of HIV/AIDS epidemic and migration issues in Africa, including HIV Integrated Bio-Behavioural Surveillance (IBBS) Studies using Respondent Driven Sampling (RDS) or Time Location Sampling (TLS) an asset; f) experience in applied qualitative and quantitative behavioural research in an organizational setting, especially with regards to vulnerable populations; g) experience in writing articles for peer-reviewed journals; h) experience in resource mobilization and development of strategic partnerships is an advantage; i) excellent IT skills including standard word processing, excel, database, publishing, internet research, and e-mail communication; j) familiarity with statistical packages such as SPSS/STATA and with RDSAT; k) good knowledge of project formulation, administration and evaluation techniques and practices. Familiarity with financial management; l) excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects.
Languages
Fluency in English is required. Working knowledge of French, Kiswahili, Arabic, Somali, Oromo, Amharic or Tigrigna an advantage.
