Municipal PPP Advisors
SSG Advisors has an on-going need for Municipal Public-Private Partnership (PPP) Advisors for both on-going and upcoming projects in Asia, the Balkans and elsewhere.
Responsibilities
The Municipal Public-Private Partnership (PPP) Advisor will lead public-private partnership initiatives and activities by exploring, implementing, and advocating for opportunities to engage the private sector along with the public sector in creating opportunities within localities and/or municipalities. S/he will provide technical expertise to localities on public-private partnership issues, such as the structuring and development of PPP strategies, outreach to the private sector, financing mechanisms, procurement and contracting issues.
The Municipal PPP Advisor's duties will include but not be limited to the following:
- Identify, assess, and recommend potential private sector partners and partnership opportunities;
- Provide technical leadership for the design, structuring, formalization, and management of innovative public-private partnerships in infrastructure, service delivery, and local economic development;
- Provide technical assistance to field coordinators and locality/municipality stakeholders relative to the structuring of PPPs and outreach to the private sector;
- Maintain a database of public-private partnership activities;
- Coordinate with other donors, local organizations, and government structures to ensure harmonization of public-private partnership activities;
- Build the capacity of local governments to take leadership on public-private partnerships issues;
- Monitor the development and implementation of policies and actions related to public-private partnership issues;
- Develop and implement outreach strategies to the private sector.
Qualifications
- At least five years of experience in the design, structuring, and/or implementation of PPPs, preferably in an international context;
- Relevant Bachelor’s degree required, Master’s preferred;
- Proven finance skills a must;
- Some familiarity with USAID or other donors helpful, but not required;
- Ability to travel internationally on assignment for periods up to 6 weeks;
- Outstanding written and oral communications skills; and
- Fluency in a language other than English useful.
