Program Officer: Southern and East Africa – Horn of Africa
Summary
NDI seeks a Program Officer to support its democracy and governance development programs in the Horn of Africa. The Program Officer will work with colleagues in the planning, design and implementation of democracy and governance programs for legislatures, executives, political parties and civil society organizations in the Horn of Africa. The position is based in Washington, DC, and will require occasional travel overseas.
Primary Responsibilities:
  • Develop and draft program proposals, briefing memos, work plans, reports and other materials, and negotiate grant agreements with NDI funders and subgrantees;
  • Recruit and brief international trainers, volunteers and field representatives;
  • Serve as a point of contact for staff in field offices, and provide assistance to other offices in the region as requested;
  • Provide advice and guidance on complex programs; anticipate programmatic and administrative needs with guidance, and take appropriate actions;
  • Develop and monitor budgets, grants and expenditures and reconciliations; ensure that expenditures stay within budget limits and monitor financial reporting consistent with donor and NDI accounting procedures;
  • Evaluate program performance and compliance against grant and institutional guidelines;
  • Represent NDI at events and maintains collaborative relationships with international democratic development organizations, civic groups and NDI’s network of volunteer trainers and experts and brief political, civic and business leaders, donor organizations and members of the international community about NDI activities;
  • Manage the performance of Program Assistants and Interns on NDI procedures and programmatic tasks, mentor staff and conduct internal trainings; and
  • Other duties as assigned.
Qualifications:
  • Bachelors Degree, preferably in International Relations or related subject, graduate degree preferred;
  • The Program Officer requires a minimum of four (4) years of relevant work experience in international development, community organizing, political campaigns, organizational development or legislative affairs;
  • Living or working experience outside of the US preferred, preferably in East Africa and/or post-conflict or conflict zones.
  • Strong interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, US and foreign government personnel, members of donor organizations, and policy makers;
  • Excellent professional oral and written communications skills to effectively present information, respond to queries, and develop clear and concise proposals and reports;
  • Basic managerial skills;
  • Demonstrated interest and experience on regional thematic issues such as political party strengthening, domestic election observation, and women’s political participation is strongly preferred;
  • Capacity to work both independently and as a member of a team;
  • Good negotiating skills; ability to introduce new concepts;
  • Ability to take initiative, inspire and motivate staff;
  • Ability to analyze political developments, define problems, collect data, establish facts, draw valid conclusions and think innovatively;
  • Well organized and skilled in prioritizing and managing multiple tasks;
  • Working knowledge of PC-based word processing and spreadsheet applications;
  • Working knowledge of basic budget and accounting procedures;
  • Ability and willingness to travel to regional locations.
